Council Minutes of 10-20-2009 <br />problems, but a lot of these guys don't have a job. He's not saying they're going to get <br />jobs from this, but let's stop sitting on our hands in Northeast Ohio and all of Ohio and <br />let's get something going. We can talk about fear, fear, fear; we can't be afraid of our <br />own shadow. We have to move forward. <br />Terry Groden, 25211 Chase Drive said he almost got up at the last meeting when there <br />was a similar resolution regarding Issue 4. He's not going to talk about the merits or <br />shortcomings of this Issue or that Issue, but he doesn't believe that voicing support or <br />non-support for these types of Issues as a representative body for all the residents of <br />North Olmsted is something that falls under the responsibilities of this body. Thank you. <br />Councilman Kearney moved for adoption. The motion was seconded by Councilman <br />Mahoney. Roll Call: Kearney, yes; Mahoney, yes; Gareau, no with comment. I could <br />not have stated my feelings on the particular issue more appropriately than Mr. Groden <br />just stated them. So, this is the rare occasion where I will incorporate Mr. Groden's <br />comments into my vote. Roll call continued: Orlowski, yes; Jones, yes; Barker, no with <br />comment. It's not to say that I'm against state Issue 3 or for Issue 3. I'm just against a <br />resolution. Roll call continued: Brossard, yes. Resolution 2009-127 adopted 5-2. <br />Resolution 2009-128 was introduced and placed on first reading by Mayor O'Grady. A <br />Resolution accepting the amounts and rates as determined by the Budget Commission <br />and authorizing the necessary tax levies and certifying them to the County Auditor. <br />Councilman Gareau made a motion to suspend the rule requiring three readings noting it <br />is due to assess tax levies by November 2; next Council meeting is November 4. The <br />motion was seconded by Councilman Barker and passed unanimously. Council President <br />Kennedy asked if there was anyone in the audience who would like to address Council <br />with regard to this legislation. Councilman Gareau asked if that requires an emergency <br />clause. Copfer said no, you have to pass the Resolution the county sent to you. Gareau <br />moved for adoption. The motion was seconded by Councilman Barker and passed <br />unanimously. Resolution 2009-128 adopted. <br />MISCELLANEOUS BUSINESS <br />Councilman Barker reminded everyone that there will be a Public Hearing at 7 p.m. on <br />Tuesday, October 27, 2009 to discuss Ordinances 2009-86 and 2009-100 (Wind Energy <br />Overlay District). He scheduled a BZD meeting for 7:30 p.m. following the Public <br />Hearing to discuss Harry Buffalo. The Planning Director is asked to attend. <br />Councilman Gareau scheduled a Finance Committee meeting for 7:45 p.m. on Tuesday, <br />October 27, 2009 to discuss legislation 2009-124 and 2009-125. The Finance Director <br />and Planning Director are asked to attend. <br />Councilwoman Jones scheduled a Streets and Transportation Committee meeting for 8:05 <br />p.m. on Tuesday, October 27, 2009 to discuss the snow removal plan for this upcoming <br />winter.
