Council Minutes of 10-20-2009 <br /> <br />passed unanimously. Council President Kennedy asked if there was anyone in the <br />audience who would like to address Council with regard to this legislation. Councilman <br />Gareau moved for adoption. The motion was seconded by Councilman Barker and <br />passed unanimously. Resolution 2009-121 adopted. <br />Ordinance 2009-123 introduced by Mayor O'Grady was given its second reading. An <br />Ordinance amending the Traffic Control File of the City of North Olmsted to provide for <br />the installation and enforcement of a No Parking-Loading Zone sign on the tree lawn of <br />the residential property located at 6609 Cypress Avenue prohibiting parking at that <br />location between the hours of 6 a.m. and 6 p.m. weekdays. Councilwoman Jones made a <br />motion to suspend the rule requiring three readings noting it was heard in committee. <br />The motion was seconded by Councilman Kearney and passed unanimously. Council <br />President Kennedy asked if there was anyone in the audience who would like to address <br />Council with regard to this legislation. Councilwoman Jones moved for adoption. The <br />motion was seconded by Councilman Kearney and passed unanimously. Ordinance <br />2009-123 adopted. <br />Ordinance 2009-124 was introduced and placed on first reading by Mayor O'Grady. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the city of North Olmsted for the year ending December 31, 2009. <br />Resolution 2009-125 was introduced and placed on first reading by Mayor O'Grady. A <br />Resolution authorizing and directing the Director of Public Service to advertise for bids <br />for the award of a contract to provide ADA improvements to the North Olmsted Senior <br />Center, Community Cabin and North Olmsted Park as detailed in the specifications on <br />file in the Engineering Department, and authorizing the Mayor, following approval of the <br />Board of Control, to contract for the same with the lowest and best bidder, and declaring <br />an emergency. <br />Resolution 2009-127 was introduced and placed and placed on first reading by <br />Councilman Kearney. A Resolution in support of State Issue 3, the Ohio Jobs and <br />Growth Plan, and declaring an emergency. Councilman Kearney made a motion to <br />suspend the rule requiring three readings noting the election is two weeks away. The <br />motion was seconded by Councilman Mahoney and passed unanimously. Council <br />President Kennedy asked if there was anyone in the audience who would like to address <br />Council with regard to this legislation. <br />Dennis Lambert, 25057 Carey Lane said he is not against passing resolutions that have <br />overwhelming social benefits. He objected to the resolution on its social implications. <br />It's a moral issue with him. It's also a business issue. There is nothing good to this <br />Resolution that's going to do anything socially to this city or this economy or this state. <br />He's just firmly against it for moral reasons. Councilman Kearney said Mr. Lambert <br />talks about fear of people jumping off bridges because they bet tpo much. He sees fear <br />everyday. He parks his car in front of a homeless shelter on Lakeside every morning at <br />6:30. He sees fear in these guys. They have no life. They walk down the sidewalk with <br />their head down.
