Council Minutes of 10-20-2009 <br />Resolution 2009-117 introduced by Mayor O'Grady was given its second reading. A <br />Resolution approving of and authorizing the Mayor to enter into a collective bargaining <br />agreement with the American Federation of State, County and Municipal Employees <br />("AFSCME"), Ohio Council 8, Local 2681, for the Service Uxiit Employees, for the <br />period July 1, 2009 through June 30, 2012, and declaring an emergency. Councilman <br />Gareau made a motion to suspend the rule requiring three reading noting it was reviewed <br />in committee. The motion was seconded by Councilman Orlowski and passed <br />unanimously. Council President Kennedy asked if there was anyone in the audience who <br />would like to address Council with regard to this legislation. Councilman Gareau moved <br />for adoption. The motion was seconded by Councilman Orlowski and passed <br />unanimously. Resolution 2009-117 adopted. <br />Resolution 2009-118 introduced by Mayor O'Grady was given its second reading. A <br />Resolution approving of and authorizing the Mayor to enter into collective bargaining <br />agreements with the Fraternal Order of Police ("FOP")/Ohio Labor Council, for the <br />police officers and corrections officers, for the period January 1, 2009, through December <br />31, 2011, and declaring an emergency. Councilman Gareau made a motion to suspend <br />the rule requiring three readings. The motion was seconded by Councilman Orlowski <br />and passed unanimously. Council President Kennedy asked if there was anyone in the <br />audience who would like to address Council with regard to this legislation. <br />Dennis Lambert, 25057 Carey Lane, said he understands needing to pass this under <br />emergency, but it is retroactive. He does not agree with having the officers pay for their <br />uniforms. He thinks it creates a bad precedent. He believes that the city has an <br />obligation to pick up the cost of those uniforms and regulate how they're used and what <br />condition they're kept in and making sure every officer is properly uniformed at the <br />expense of the city. Councilman Gareau said this is the contract that was brought to City <br />Council. The men and women of the FOP sat down with the men and women of the city <br />of North Olmsted and negotiated this. Apparently the men and women of the FOP saw <br />fit and saw value and so did the city of North Olmsted. That's the benefit of the <br />collective bargaining process. This is the agreement Council was brought and this is the <br />agreement Council is voting on. <br />Gareau moved for adoption. The motion was seconded by Councilman Orlowski and <br />passed unanimously. Resolution 2009-118 adopted. <br />Resolution 2009-121 introduced by Mayor O'Grady was given its second reading. A <br />Resolution authorizing and directing the Director of Planning to make application on <br />behalf of the City of North Olmsted for Community Development Block Grant (CDBG) <br />funds for the fiscal year 2010 for the emergency food cupboard relocation project; further <br />authorizing the use of city funds as the local match; further authorizing the Mayor to <br />accept the grant if awarded; and to execute a contract with Cuyahoga County, and <br />declaring an emergency. Councilman Gareau made a motion to suspend the rule <br />requiring three readings noting the timeline within which to submit the application for the <br />funds is nearing the expiration.
