Council Minutes of 9-15-2009 <br />in attendance. The city continues to get the message out that North Olmsted believes <br />very strongly in fair housing opportunities for all citizens of all colors and creed. <br />4) Congratulations to Barb Seman on her retirement. Mr. Dubelko said he enjoyed <br />working with her for the entire nineteen years, first as Assistant Law Director and now as <br />Law Director. She's always been a complete professional. She has found errors in the <br />legislation that's been drafted and corrected them before they hit the floor of Council. <br />She understands legal issues. She raised good questions on the way certain legislation <br />was prepared, resulting in preparing better legislation for the City Council. <br />Finance Director Copfer: 1) We have received an update from State Rep. Nan Baker on <br />the 2010 and 2011 estimates for local government funding. They're a million one sixty- <br />five and a million one eighty-four respectively. The 2009 is down substantially from <br />2008, but the 2010 estimate is similar to what they're receiving currently. Luckily, that's <br />what they've planned for, so no adjustments to the plan have to be made based on those <br />estimates thus far. The local government funding changed to a percentage of various <br />general state receipts. If those receipts don't come in as they planned them to, it could go <br />lower and it could go higher as well. <br />2) She reviewed the summary of pension plan proposed changes in both the Ohio Public <br />Employee Retirement System and Police and Fire Disability Pension Plan. They include <br />increased employee and employer contributions over amulti-year period. They increased <br />the minimum retirement age and the number of years requirement for full pension. The <br />police and fire pension fund is looking at extending the DROP program, which would be <br />difficult for the city to sustain. Right now, they're trying to meet their funding <br />obligations for their thirty-year funding plan. They have to be fully funded in thirty <br />years. This plan by these pension plans is going to the state legislature for review on <br />ways they can solve their funding issues. <br />3) On Wednesday, September 9th, the Service Director, Waste Water Superintendent, <br />and Finance Director met with Fairview's Service Director and Finance Director. They <br />discussed the billing process per the agreement and how the total MCF process affects <br />their portion of their joint costs. They also discussed and agreed to share the costs of a <br />replacement Esther meter and vault and their excess contractual maximum flow that <br />they've been looking at. Also discussed were engineering costs of the improvements and <br />what the timeline is. That will affect the billing to the city of Fairview for the ward that <br />is covered in North Olmsted's sewer district. <br />4) On Thursday, September lOt", she attended the Records Commission meeting and the <br />NOCOP ward meeting to approve a contract for another year for the STC to provide the <br />services of senior transportation, which included a three percent cost increase, which <br />equated to approximately three hundred dollars a month increase. <br />5) Ms. Copfer wished Mrs. Seman well. She described her as thorough, conscientious, <br />courteous to people, and also caring. She told Mrs. Seman she is going to enjoy <br />retirement and she hopes she enjoys time with the family. She will be missed. <br />Councilman Barker, Chairman of the Building, Zoning and Development Committee: 1) <br />BZD Committee met September 8th at 7:05 pm. They were there to discuss CMS09-08 <br />Valvoline Instant Oil Change at 24866 Lorain Road. Present were Council President <br />Kennedy, Councilman Brossard, committee members Barker and Jones, Councilman <br />6 <br />
