Council Minutes of 8/18/2009 <br />manager explained that the city ordinance does not allow for those signs. He doesn't <br />think it is fair to such a good business as that grocery store, but the city is going to allow <br />banners to be put up so Mercedes can sell cars. It makes no sense to him, and. he has a <br />feeling the grocery store will be there a lot longer than Mercedes. His third comment is <br />regarding tomorrow night's meeting. He highly objects to Council having an executive <br />session for the purpose of considering a new Clerk of Council. He feels the meeting <br />should be open to the public; for example, when Ms. Thomas was brought in, when <br />Council discussed their own salaries and salaries for the Mayor, and appointments to <br />boards and commissions, those were public meetings. He feels it is an inappropriate use <br />of an executive session. The public is entitled to know who applies for these jobs and <br />their qualifications. The public is entitled to know when Council gets together on an <br />issue l~_e this and what they are thinking. A decision for executive session will be an <br />insult to the public. He thinks it is a covert move. <br />2) Don Pangrac, 23470 Sharon Drive, asked if Reliance Mechanical is this the same <br />company that's involved in the county probe? CLS Director Dailey came forward and <br />said one of the principles of Reliance Mechanical has been mentioned in one of the <br />Cuyahoga County probes, but he doesn't know which one it is. The city has met with <br />only the worker who does the work at the facility, and one of their sales reps. The city <br />judges a company much like they judge a person, on the whole body of their work, not <br />just one isolated incident. You have to look at the whole picture of a man, not just a little <br />snapshot. They are very happy with Reliance Mechanical Company, with what they've <br />brought to the table; and they were compared with two or three other vendors. The city <br />has worked with them now for six months and is excited to go into this agreement with <br />them. Mr. Pangrac said he is concerned about what is going on in the county with the <br />allegations and people going to jail and thinks the city needs to be very careful with who <br />they do business with. We should be sure all the is are crossed and the is dotted when <br />dealing with anybody who is associated with companies that have a cloud over them. <br />On another issue, he received his water bill and noticed he was charged $48.42 for the <br />sewer charge, which is the rate for 1,000 cubic feet of water. Unfortunately, he didn't use <br />1,000 cubic feet of water, he only used .9. In the ordinance passed in November of 2007, <br />there is a paragraph which says, "Effective for billing quarters commencing June 1, 2005, <br />such users shall further only qualify for entitlement of a refund or credit for such quarters <br />if they demonstrate with evidence satisfactory to the Director of Finance that they qualify <br />for Homestead Exemption in accordance with the program for reduction in real property <br />taxes to qualify for homeowners in the State of Ohio." Since he is slightly over the <br />Homestead Exemption, he's paying for service never received. He has spent a lot of <br />money in his home making improvements to save water, and now he is being penalized <br />for it. He is not happy about that. He would like to request Council to revisit this <br />ordinance and there should be no differentiation. If you're a resident of this city, you <br />should be entitled to only pay for the services that you are using, not for services you're <br />not using. <br />3) Terry Sriith, 26615 Fairfax Lane, asked whgt OVI offenders stands for in Ordinance <br />2008-80. Law Director Dubelko said it is a neW acronym for operating a vehicle under <br />the influence. Mr. Smith agrees with Mr. Mahoney that the women's suffrage vote was <br />10 <br />
