Council Minutes of $/18/2009 <br />He agrees about allowing dogs into the parks, but fine the owners if they don't pick up <br />after them. <br />8) Jim Burns, 3978 Dover Center, questioned Mr. Gareau on his report that a <br />maintenance employee at Springvale was not being replaced. He noted there are special <br />maintenance needs in some of the buildings. For example, the dance floor has special <br />needs that an ordinary person might not understand when they're maintaining these <br />things. He was just wondering who was going to fill in and take care of the maintenance <br />responsibility of this facility. CLS Director Dailey came forward and said, over the last <br />number of years, the two outside maintenance workers have been used, especially in the <br />winter months when they're not busy on the course. The winter months are when activity <br />picks up in the ballroom. From the months of November through May, they'll be <br />maintaining a lot more of the inside, as well as some part-time people who are currently <br />employed. Legislation will be before Council at the next meeting to eliminate the <br />position of Custodial Supervisor, which was an office of one and did not supervise <br />anyone, from the organizational chart. Mr. Burns said it was his understanding that the <br />reason he supervised nobody was because he did the job. <br />LEGISLATION <br />Resolution No. 2009-72 introduced by Councilman Orlowski on behalf of himself, and <br />Council Members Barker and Dailey Jones was given its third reading. An ordinance <br />creating new Chapter 1373 of the Building Code, entitled "Building, Zoning, Property <br />Maintenance and Other Nuisance Activities," in order to provide for the abatement of <br />public nuisances and the recovery of city response costs incurred as the result of the <br />multiple recurrence of such nuisance activities on residential property located in the city <br />of North Olmsted. Councilman Orlowski moved for adoption, and the motion was <br />seconded by Councilman Barker. Roll call: Orlowski, yes, with comment. "I initially <br />presented the concept of this ordinance based on the criminal activity nuisance ordinance <br />of 2008. Mr. Dubelko and Dr. Thomas, with help from their respective employees, <br />crafted the ordinance. After several rewrites, a workable, inclusive, useful ordinance was <br />produced. I thank all individuals involved for heir collective help and input." Roll call <br />contiii~i;:.d: Barker, yes; Jones, yes; Brossard, yes; Gareau, yes; Kearney, yes; Mahoney, <br />yes. The motion passed unanimously. Resolution No. 209-72 adopted. <br />Resolution No. 2009-76 introduced by Mayor O'Grady was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for the purchase <br />of up to 5,000 tons of stone for various Service Department needs throughout the city as <br />detailed in the specifications on file, further authorizing the Mayor to enter into a <br />requirements contract with the lowest and best bjdder to purchase said stone, after Board <br />of Control approval, and declaring an emergency. Councilman Gareau moved for <br />adoption. The motion was seconded by Councilman Barker and passed unanimously. <br />Resolution No. 2009-76 adopted. <br />Resolution No. 2009-77 introduced by Mayor O'Grady was given its third reading.
