Council Minutes of 8/18/2009 <br />Councilman Mahoney moved for adoption. The motion was seconded by Councilman <br />Kearney and passed unanimously. Resolution No. 2009-87 adopted. <br />Resolution No. 2009-88 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Mayor to accept a donation of materials from Moen <br />Incorporated for use in the North Olmsted Senior Center & campus ADA improvement <br />project. Councilman Mahoney moved for suspension of the rule requiring three readings <br />noting the legislation had been reviewed in committee. The motion was seconded by <br />Councilman Kearney and passed unanimously. Councilman Mahoney moved for <br />adoption. The motion was seconded by Council Member Dailey Jones and passed <br />unanimously. Resolution No. 2009-88 adopted. <br />Ordinance No. 2009-89 introduced by Mayor O'Grady was given its second reading. An <br />ordinance amending Section 1 of Ordinance No. 2002-103 in order to authorize the <br />Mayor or his designee to utilize the services of collection agencies to more timely and <br />effectively collect delinquent EMS accounts and declaring an emergency. <br />Resolution No. 2009-92 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Mayor, on behalf of the city of North Olmsted, to enter into an <br />agreement with Ml Transportation, Inc., dba North Olmsted Motor Mile, granting the <br />latter permission to place banners on poles located in the city right-of--way on Lorain <br />Road between Stearns Road and Great Northern Boulevard, and declaring an emergency <br />as amended. <br />Ordinance No. 2009-93 introduced by Mayor O'Grady was given its second reading. An <br />ordinance amending Ordinance No. 98-149, so as to expand the authority of the city's <br />Community Diversion Program (CDP), in order to increase the opportunity for program <br />participation by diversion of certain traffic violations in cooperation with the Cuyahoga <br />County Juvenile Court. <br />Ordinance No. 2009-94 introduced by Mayor O'Grady was given its second reading. An <br />ordinance amending Ordinance No. 98-140, as previously amended by Ordinance Nos. <br />2000-29, 2002-183 and 2006-195, so as to revise and expand the program fee for <br />participation in the city's Community Diversion Program (CDP) to include diversion of <br />traffic violations. <br />Ordinance No. 2009-95 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance authorizing the Director of Human Resources to solicit proposals for the <br />personal services of a third party administrator (TPA) to process health insurance claims <br />and including the purchase of excess insurance coverage for the city health care & <br />hospitalization plans for 2010, and further authorizing the Mayor, subject to approval of <br />the Board of Control, to enter into a contract for said services and insurance, and <br />declaring an emergency. <br />Ordinance No. 2009-96 was introduced and placed on first reading by Councilman <br />Barker on behalf of Mayor O'Grady and himself.
