Council Minutes of 8/18/2009 <br />974.01 (Rules and Regulations) of Chapter 947 (Parks and Recreation Areas) of the <br />North Olmsted Streets, Utilities and Public Services Code in order to prohibit the riding <br />of bicycles at the North Olmsted skate park, and declaring an emergency. <br />Ordinance No. 2009-97 was introduced and placed on first reading by Council Member <br />Dailey Jones. An ordinance amending Section. 337.20 of the Traffic Code to prohibit <br />unreasonable noise caused by the operation of jake brakes, and further requesting that the <br />Ohio Department of Transportation past signs on Interstate-480 in North Olmsted stating <br />"Excessive Engine Braking Noise Prohibited." <br />Resolution No. 2009-98 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Chief of Police to apply for the Attorney General's Drug <br />Abuse Prevention Grant; further authorizing the Mayor to accept the grant if awarded; <br />and declaring an emergency. Councilman Mahoney moved for suspension of the rules <br />requiring three readings and committee review for reasons stated by the Safety Director <br />in caucus that the information came late to the city from the Ohio Attorney General's <br />office, the purpose of the resolution is so a school resource officer's salary could be paid <br />50% by this grant, and to the very valid purposes of educating our students about drug <br />awareness. The motion was seconded by Councilman Gareau and passed unanimously. <br />Councilman Mahoney moved for adoption. The motion was seconded by Councilman <br />Gareau and passed unanimously. Resolution No. 2009-98 adopted. <br />Ordinance No. 2009-99 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance authorizing the Mayor to enter into an agreement with the Westshore <br />Council of Governments and Emergency Services Consulting International to provide <br />consulting services to develop a cooperative agreement for the consolidation of fire <br />services, and declaring an emergency. Councilman Mahoney moved for suspension of <br />the rules requiring three readings and committee review for the reasons stated by the <br />Mayor in caucus which is this is something the city has been working towards for a long <br />time and we're finally seeing something happening on it. The motion was seconded by <br />Councilman Gareau and passed unanimously. Don Pangrac, 23470 Sharon Drive, said <br />Westlake and Bay Village are kind of in their own system now and we're not part of that? <br />Mayor O'Grady said we are all members of the Westshore Council of Governments <br />which are the six suburbs on the west side of Cleveland from Lakewood on over. He <br />wondered if Mr. Pangrac was referring to the emergency central dispatch which is all the <br />Westshore Council of Governments with the exception of Lakewood and North Olmsted. <br />Mr. Pangrac asked how would this impact on what's already there? Mayor O'Grady <br />answered that in no way would the regional fire district impact upon the central dispatch <br />center. Quite the opposite. It's the existence of the central dispatch center that impacts in <br />a very positive way on the potential of moving forward as a regional fire district. When <br />we compared where we are to the cities. of the south and the southwest that previously <br />had made an effort for regional fire districts, we find that we are in so many ways so <br />much farther ahead of them because we already have the centralized dispatch. So it's a <br />plus. Mr. Pangrac said, as he has expressed previously, his concern is that there would be <br />an erosion of response time by our emergency service.
