Council Minutes of 8/18/2009 <br />Commission along with the variances granted by Board of Zoning Appeals. The motion <br />was seconded by Mr. Gareau and the vote was 3 to 0 for approval. With nothing else <br />before this committee, the meeting was adjourned at 7:37 p.m. Councilman Barker <br />made a motion for Council approval of CMS09-OS Westfield Great Northern Mall <br />located at 4954 Great Northern Mall as reported out with the recommendations of the <br />Planning and Design Commission along with the variances granted by the Board of <br />Zoning Appeal. The motion was seconded by Councilman Orlowski and passed <br />unanimously. <br />Councilman Gareau requested that a copy of the workpaper for the transfer ordinance, <br />No. 2009-84, which explains in more detail all the ~ individual transfers, be included as <br />part of the Council meeting minutes <br />Councilman Orlowski, chairperson of the Environmental Control Committee: 1) The <br />i~nvironmental Control Committee meeting was held on Tuesday, August 11, 2009 at <br />8:35 p.m. In attendance were members Barker, Brossard and Orlowski; Council <br />Members Jones, Kearney and Mahoney; the Finance Director, Service Director, WWTP <br />Superintendent, WWTP Assistant Superintendent, Assistant Superintendent of <br />Collections. This meeting provided an update an the collection system for the sanitary <br />and storm sewers. The department is still dye testing and placing video cameras in <br />sewers and conducting flow monitor testing in the Deerfield area. Additional information <br />regarding the I&I is being sought. Three of four hydro brakes in the Deerfield area have <br />been removed. Hopefully, the grouting of pipe joints will occur soon, which may prevent <br />the actual I&1. The seven portable flow monitors are in use collecting data. The WWTP <br />Assistant Supt. Mr. Rice presented a color slide display contrasting segments of our <br />existing plant with a newly updated plant in Peru, Indiana. Several aspects of change to <br />our plant were presented. There was no firm commitment of how the plant would be <br />constructed or what processes would be incorporated into the existing plant. The need <br />for the plant to be updated and refurbished is a given. Many possible changes were <br />presented which, if incorporated into our existing facility, would help to modernize, <br />upgrade and improve our facility. Actual savings are possible by integrating automation <br />to the plant and upgrading the electrical systems and methods of treating the water and <br />sludge. It may be possible to add height to the side walls of the existing tanks to increase <br />the capacity. We are looking at another year of design work. The Division of <br />Environmental and Financial Assistance will award a construction loan by December <br />2010. Construction may begin in 2011 and may be completed by 2012. The current <br />mindset on free flowing ditches/streams is to retain vegetation on the top and side of the <br />bank and in the channel. The vegetation helps to filter the water and prevent erosion. <br />Trees and shrubs on the top of the bank filter some of the pollutants and sediment in <br />runoff and helps to stabilize the stream banks. The latest EPA correspondence mentioned <br />a number of items at the WWTP which, during an inspection, were not functional. These <br />items are currently under repair. The letter spoke of a number of bypasses at the plant <br />itself and the overflow of the sanitary system in the Deerfield area.
