CounciC Minutes of 8/18/2009 <br />Council Member Dailey Jones, chairperson of the Streets & Transportation Committee: <br />1) The Streets & Transportation Committee met on August 11, Present were committee <br />members Jones, Mahoney, and Kearney; Council Members Gareau, Barker, Brossard and <br />Orlowski; Mayor O'Grady and Directors Copfer, Limpert, Wenger, Thomas, and Dailey. <br />The meeting started at 7:17 p.m., and discussed was Resolution 2009-92, a resolution <br />authorizing the Mayor on behalf of the city of North Olmsted to enter into an agreement <br />with M 1 Transportation, Inc., DBA North Olmsted Auto Mile, granting the latter <br />permission to place banners on poles located in the city right-of--way on Lorain Road <br />between Stearns Road and Great Northern Blvd. and declaring an emergency. The <br />banners are being put up to enhance Lorain Road and bring attention to the consortium of <br />auto dealers in North Olmsted, which was known as the auto mile for a while, and is now <br />going to be known at the motor mile. The North Olmsted City Schools participated in an <br />art contest to design the different banners that are being hung, and the auto dealership <br />consortium then approached the city about this .project, working hand-in-hand with the <br />schools. The motor mile dealerships will maintain the banners. They will install and <br />remove the banners and will store them. CEI who owns all of the utility poles only allows <br />the banners to go up for 6 to 8 week segments, and no banners can be put up from <br />October through the winter months. CEI enforces the rules regarding these banners, and <br />the motor mile assumes all responsibilities for the banners should one fall or damage the <br />poles owned by CEI, etc. In committee, Mr. Mahoney moved to recommend approval of <br />Ordinance 2009-92, and Mr. Kearney seconded the motion. The committee <br />rec~:~~imended approval 3-0. The committee meeting ended at 7:30 p.m. Council <br />Member Dailey Jones moved to amend 2009-92 to change all the areas of the legislation <br />that currently read "cute mile" to "motor mile." The motion was seconded by <br />Councilman Mahoney and passed unanimously. Ordinance No. 2009-92 amended. <br />Councilman Kearney, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The committee met on August 11 at 7:48; the meeting ended at 8:30. Present were <br />committee members Orlowski, Kearney and Mahoney; Council Members Brossard, <br />Barker, Jones and Gareau; the Mayor, Law Director, Finance Director, Service Director, <br />Safety Director, Planning Director, and Chris Allegra the Youth Services Administrator. <br />Agenda items included the following: <br />• Ordinance 2009-89, introduced by the Mayor, an ordinance amending Section 1 <br />of Ordinance No. 2002-103 in order to authorize the Mayor or his designee to <br />utilize the services of collection agencies to more timely and effectively collect <br />delinquent EMS accounts and declaring an emergency. This ordinance will help <br />` the city retrieve funds from non-residents who needed aid from the North Olmsted <br />EMS. This gives the Mayor the authority to use a collection agency to recoup <br />money owed the city by non-residents. Pros and cons were discussed, and the <br />committee voted ?-0 in favor of the ordinance. <br />• Ordinance 2009-91, which is being held in committee. <br />• Ordinances 2009-93 and 2009-94, introduced by the Mayor. Ordinance 2009-93 <br />is an ordinance amending Ordinance No. 98-149, so as to expand the authority of <br />the city's Community Diversion Program (CDP), in order to increase the <br />opportunity for program participation by diversion of certain traffic violations in <br />7 <br />
