Council Minutes of 8/18/2009 <br />L <br />cooperation with the. Cuyahoga County Juvenile Court. Ordinance 2009-94, an <br />ordinance amending Ordinance No. 98-140, as previously amended by Ordinance <br />Nos. 2000-29, 2002--183 and 2006-195, so as to revise and expand the program <br />fee for participation in the city's Community Diversion Program (CDP) to include <br />diversion of traffic violations. Ordinance 2009-93 gives the Community <br />Diversion program authority to accept diversion of certain traffic violations in <br />cooperation with the County Juvenile Court and to thereby increase opportunity <br />for participation in the diversion program. This ordinance is a win-win for the <br />city. A first time teen traffic offender goes in front of one of North Olmsted's <br />volunteer magistrates, he or she will still pay a fine but receive no points on their <br />license unless he/she incurs another ticket within a period of time. Ordinance No. <br />2009-94 gives the administration the power to fine the teen in a range from $75 to <br />$120, which will give the city funds to continue the program in 2009. The Police <br />Chief sent a letter of recommendation for these ordinances as well as praise for <br />the hard work and leadership that the city receives from Ms. Allegra. These <br />thoughts were echoed throughout the meeting by Council. The committee <br />recommended approval of both ordinances 3-0. <br />Councilman Mahoney, exercised a moment of personal privilege to comment that United <br />States history has heaped upon our founding fathers many accolades for their <br />achievements throughout the years, and we honor one of their finest documents by <br />hanging a copy of it here in our Council Chambers, the Constitution. He would like his <br />colleagues on Council and our residents to know that the United States, our great nation, <br />corrected what he considers to be one of their greatest failures 89 years ago today. On <br />August 18, 1920, the country ratified the 19`h Amendment of the United States <br />Constitution, and it reads: "The rights of the citizens of the United States to vote shall <br />not be denied or abridged by the United States ax any State on account of sex." That's <br />obviously the women's rights suffrage act ratified by the states. A lot of women put forth <br />a lot of hard work, effort and determination. It was not easily achieved. On the 89~' <br />anni~ -5ary of that achievement, he thought it would be noteworthy to recognize. <br />councilman Mahoney, chairperson of the Recreation, Public Parks and Buildings <br />Committee: 1) The Recreation, Public Parks and Buildings Committee met on August 11, <br />2009 to discuss two issues: <br />• Resolution 2009-87, a resolution by Mayor O'Grady, authorizing the Mayor to <br />enter into a one-year contract with Reliance Mechanical LLC to perform <br />preventative maintenance services at the North Olmsted Recreation Center and <br />declaring an emergency. Present at the committee meeting were members <br />Mahoney, Jones and Brossard; Counc;lmen Barker, Orlowski, Gareau, and <br />Kearney; the Law Director, Finance Director, Service Director, Safety Director, <br />Planning Director, and Community Life Services Director. After discussion by <br />members of Council and a presentation by Community Life Services Director <br />Dailey, the committee voted 3-0 to recommend approval. The recommendation <br />for approval was with a suspension for the requirement of three readings. <br />8 <br />
