City Council Minutes of 8/4/2009 <br />Resolution No. 2009-88 was introduced and placed on first reading by Mayor O'Grady. A <br />resolution authorizing the Mayor to accept a donation of materials from Moen Incorporated for use <br />in the North Olmsted Senior Center & campus ADA improvement project. <br />Ordinance No. 2009-89 was introduced and placed on first reading by Mayor O'Grady. An <br />ordinance amending Section 1 of Ordinance No. 2002-103 in order to authorize the Mayor or his <br />designee to utilize the services of collection agencies to more timely and effectively collect <br />delinquent EMS accounts and declaring an emergency. <br />Resolution No. 2009-90 was introduced and placed on first reading by Mayor O'Grady on behalf <br />of himself and Council Members Orlowski, Barker, Jones, and Kearney. A resolution authorizing <br />the .administration to apply for, and the Mayor to accept and enter into, a Water Pollution Control <br />Loan Fund agreement on behalf of the city of North Olmsted for the repair and/or replacement of <br />home sewage treatment systems, and declaring an emergency. Councilman Orlowski moved for <br />suspension of the rules requiring three readings and committee review. The motion was seconded <br />by Councilman Barker and passed unanimously. Resolution No. 2009-90 <br />adopted. <br />Ordinance No. 2009-91 was introduced and placed on first reading by Mayor O'Grady. An <br />ordinance amending the Traffic Control File of the city of North Olmsted so as to provide for an <br />increase in the speed limit on Stearns Road between Lorain Road and the Westlake corporation <br />line from thirty-five miles per hour to forty-five miles per hour. <br />Resolution No. 2009-92 was introduced and placed on first reading by Mayor O'Grady. A <br />resolution authorizing the Mayor, on behalf of the city of North Olmsted, to enter into an <br />agreement with M1 Transportation, Inc., dba North Olmsted Auto Mile, granting the latter <br />permission to place banners on poles located in the city right-of--way on Lorain Road between <br />Stearns Road and Great Northern Boulevard, and declaring an emergency. <br />Ordinance No. 2009-93 was introduced and placed on first reading by Mayor O'Grady. An <br />ordinance amending Ordinance No. 98-149, so as to expand the authority of the city's Community <br />Diversion Program (CDP), in order to increase the opportunity for program participation by <br />diversion of certain traffic violations in cooperation with the Cuyahoga County Juvenile Court. <br />Ordinance No. 2009-94 was introduced and placed on first reading by Mayor O'Grady. An <br />ordinance amending Ordinance No. 98-140, as previously amended by Ordinance Nos. 2000-29, <br />2002-183 and 2006-195, so as to revise and expand the program fee for participation in the city's <br />Community Diversion Program (CDP} to include diversion of traffic violations. <br />MISCELLANEOUS BUSINESS <br />Councilman Barker scheduled a Finance Committee meeting for 7 p.m. on Tuesday, August 11, <br />2009 to discuss Ordinance 2009-84, a transfer ordinance.
