City Council Minutes of 8/4/2009 <br />Ordinance No. 2009-79 introduced by Mayor O'Grady was given its second reading. An <br />ordinance amending the Traffic Control File of the city of North Olmsted to provide for the <br />elimination or modification of certain "No Right Turn on Red" prohibitions located at the <br />intersections of Lorain Road at Claque Road, Brookpark Road at Claque Road, Brookpark Road <br />extension at Dover Center Road, Cedar Point Road at Columbia Road, Maple Ridge Road at <br />Claque Road, interstate I-480 exit ramp at Claque Road, in the city of North Olmsted, as amended. <br />Ordinance No. 2009-80 introduced by Mayor O'Grady was given its second reading. An <br />ordinance amending Section 333.01 and 337.26 of the Traffic Code, and Section S 13.03 of the <br />General Offenses Code, to establish and/or increase the minimum mandatory fines for first time <br />OVI offenders, child restraint system offenses, and certain marijuana possession offenses. <br />Resolution No. 2009-83 introduced by Councilman Gareau on behalf of Mayor O'Grady was <br />given its second reading. A resolution adopting the alternative tax budget of the city of North <br />Olmsted for the fiscal year beginning January 1, 2010, and submitting the same to the County <br />Auditor, and declaring an emergency. Councilman Barker moved for suspension of the rules <br />requiring three readings, noting the legislation had been discussed in committee. The motion was <br />seconded by Councilman Kearney and passed unanimously. Councilman Barker moved for <br />adoption. The motion was seconded by Councilman Kearney and passed unanimously. <br />Resolution No. 2009-83 adopted. <br />Ordinance No. 2009-84 was introduced and placed on first reading by Mayor O'Grady. An <br />ordinance to make and transfer appropriations for current expenses and other expenditures for the <br />city of North Olmsted for the year ending December 31, 2009. <br />Resolution No. 2009-85 was introduced and placed on first reading by Mayor O'Grady on behalf <br />of himself and Councilman Orlowski. A resolution in support of the Federal Administration's <br />health care reform principles and declaring an emergency. Councilman Orlowski moved for <br />suspension of the rules requiring three readings and committee review, and the motion was <br />seconded by Councilman Kearney. Roll call: Orlowski, yes; Kearney, yes; Jones, no; Brossard, <br />yes; Barker, no; Mahoney, yes. The motion received four yes votes and two no votes and failed as <br />it did not receive two-thirds approval (S votes) as required. <br />Ordinance No. 2009-8b was introduced and placed on first reading by Mayor O'Grady. An <br />ordinance providing for the amendment of the Zone Map of the city of North Olmsted in order to <br />supplementally zone the hereinafter identified parcels of real property so as to include them within <br />the Wind Energy Overlay District ("WEOD") of the city of North Olmsted. <br />Resolution No. 2009-87 was introduced and placed on first reading by Mayor O'Grady. A <br />resolution authorizing the Mayor to enter into aone-year contract with Reliance Mechanical LLC <br />to perform preventative maintenance services at the North Olmsted Recreation Center, and <br />declaring an emergency. <br />10 <br />
