<br />City Council Minutes of 8/4/2409 <br />knows, and he was chief financial officer of three hospitals in the Cleveland area and spent 40- <br />some years in health care, are not taking any more Medicare patients because they are not getting <br />reimbursed for what they feel they should be getting reimbursed. This is going to compound that <br />problem. As Mr. Lambert stated, this has not been ironed out yet, so he doesn't understand how <br />we can be supportive of legislation we haven't seen in its final form. He would encourage Council <br />to defer any action on this until a f nal bill is available. It is a thousand pages, and it's not exciting <br />reading. <br />4) Joe Luzar, 3847 Root Road. He agrees with Mrs. Copfer and Mr. Pangrac. He is out of a job <br />right now because of our President and does not have health care. He has a friend who married a <br />woman from Canada. They live about an hour north of Buffalo, and they come to the USA when <br />they need to go to the doctor. In his opinion, government has no business telling doctors what to <br />do and how to run hospitals. <br />LEGISLATION <br />Resolution No. 2009-69 introduced by Mayor O'Grady was given its second reading. A resolution <br />amending Resolution No. 2007-125 which authorized the Mayor, on behalf of the city of North <br />Olmsted, to enter into a contract with the city of Westlake and/or HNTB Corporation in order to <br />obtain a water feasibility study. Councilman Barker moved for suspension of the rule requiring <br />three readings. The motion was seconded by Councilman Kearney and passed unanimously. <br />Councilman Barker moved for adoption, and the motion was seconded by Councilman Kearney. <br />Roll call: Barker, yes; Kearney, yes; Orlowski, yes with comment that he does not believe the <br />third Whereas is completely correct, but the dollar amounts are correct on this. Roll call <br />continued: Mahoney, yes; Jones, yes; Brossard, yes. The motion passed unanimously. Resolution <br />No. 2009-69 adopted. <br />Ordinance No. 2009-72 introduced by Councilman Orlowski on behalf of himself and Councilman <br />Barker was given its second reading. An ordinance creating new Chapter 1373 of the Building <br />Code, entitled "Building, Zoning, Property Maintenance and Other Nuisance Activities," in order <br />to provide for the abatement of public nuisances and the recovery of city response costs incurred as <br />the result of the multiple recurrence of such nuisance activities on residential property located in <br />the city of North Olmsted. <br />Resolution No. 2009-76 introduced by Mayor O'Grady was given its second reading. A resolution <br />authorizing the Director of Public Service to advertise for bids for the purchase of up to 5,000 tons <br />of stone for various Service Department needs throughout the city as detailed in the specifications <br />on file, further authorizing the Mayor to enter into a requirements contract with the lowest and best <br />bidder to purchase said stone, after Board of Control approval, and declaring an emergency. <br />Resolution No. 2009-77 introduced by Mayor O'Grady was given its second reading. A resolution <br />authorizing the Director of Public Service to advertise for bids for the purchase of up to 5,000 tons <br />of asphalt, tack coating and related items for various Service Department needs throughout the city <br />as detailed in the specifications on file, further authorizing the Mayor to enter into a requirements <br />contract with the lowest and best bidder to purchase said asphalt, tack coating and related items, <br />after Board of Control approval, and declaring an emergency. <br />9 <br /> <br />
