City Council Minutes of 8/4/2009 <br />6) A Community Development Block Grant hearing is scheduled for Wednesday, August 26, at 6:30 <br />p.m. in Council Chambers. The Citizens Advisory Committee is strongly considering a grant <br />proposal to relocate and improve the city's food cupboard. The public hearing will be an <br />opportunity for the community to share their thoughts on this project and share other ideas with the <br />city and representatives of the Cuyahoga County Dept. of Development. <br />7) On Friday, August 28, the city will host an event in the big tent during Homecoming celebrating <br />our 100th anniversary of the incorporation of this community with a birthday party which will <br />include presentations on the city's history and related family-friendly activities. We will offer <br />birthday cake, ice cream and other items donated by North Olmsted businesses and by our own <br />public officials. The party will be held at the big tent at North Olmsted Park between 7 and 9 p.m. <br />The city's Citizen of the Year recognition of Mrs. Donna Smeal will be held at 6:45 p.m. that <br />evening at the park. <br />8) Police Dept. crime statistics for the first six months of this year indicate that almost all categories <br />of felonious crime are down. Auto thefts, bicycle thefts, and attempted thefts are down 50% from <br />this time last year. Assaults and robberies are down 20%. Burglaries and shoplifting are down as <br />well. While most sociologists expected the challenging economic times to lead to an increase in <br />crime, this has not been the case. In fact, very few categories of crime have shown any increase. <br />Those that have include crimes of bad checks, vandalism, and crimes involving-drugs and alcohol. <br />As reported in June, break-ins of automobiles are up 8%, and this is a preventable crime that <br />primarily happens when people haven't locked their automobile. <br />9) In our Fire Dept., year-to-date EMS runs are down about 5%. 'There have been fewer fires <br />reported this year despite the fact that the department has received more complaints regarding open <br />burning in people's backyards as compared to last year. <br />10) As previously reported, the city was awarded a grant for the North Olmsted Police Dept. in the <br />amount of $100,000 in federal stimulus dollars under the Justice Assistance Grant. The money will <br />be used to replace an aging computer system for our dispatchers, and to purchase hardware for the <br />Police Dept. computer system. <br />11) The city is waiting to hear the results of our COPS application, which is designed to be used to <br />prevent the layoff of additional police officers. The city's application regarding a grant for a new <br />fire truck remains pending. To date, there is has been no announcement regarding federal stimulus <br />dollars to prevent the layoff of fire fighters. <br />12) The Stearns Road I-480 westbound ramp is now complete and open to traffic. All walks and <br />aprons are poured from Dorchester to I-480. Landscaping should be finished this week. The light <br />poles are installed for the traffic signal at Dorchester, which will hopefully be activated by the end of <br />the week. <br />13) Milling, base repairs, and base coat are completed on Dover Center Road. The contractor is <br />currently placing concrete for ADA sidewalk ramps. The top coat should be applied and the project <br />completed before the start of school later this month. <br />14) The asphalt recycling and asphalt overlay projects should be completed as school starts. <br />15) The Fleet Dept. re-rustproofed the four large dump trucks that were purchased in 2004 and <br />2005. The F-550's purchased in 2006 and 2007 will also be re-rustproofed. <br />Law Director Dubelko: 1) Litigation report: <br />• The city lost its appeal against the fire fighters Local 1267 in the matter of the two <br />management arbitration awards that the city had appealed from in 2003 or 2004.
