City Council Minutes of 8/4/2009 <br />taxpayers. Director Copfer acknowledges the balances and will reduce the millage to use it in <br />the years when it is deemed appropriate (noting that it is not an exact science). However, with <br />the current uncertainty in housing values along with the budget analyst's comments, she <br />recommends against such a reduction at this time. Some interesting facts were RITA <br />collections are down 7.2%, withholding is down 5%, state receipts are down 20 to 29%, North <br />Olmsted unemployment figures are at 8.8% up from 2008 of 6%. Reappraisals which are <br />approximately down 10% will be fixed for three years. They will not be readjusted, which can <br />also hurt in our recovery. We are still looking at a $2.4 million deficit for 2010. A motion to <br />approve Resolution 2009-83 along with suspension was made by Mr. Barker and seconded by <br />Mr. Kearney. The vote was 2 to 0 for approval. <br />• Resolution 2009-69, a resolution amending Resolution 2007-125, which authorized the Mayor <br />on behalf of the city of North Olmsted to enter into a contract with the city of Westlake and/or <br />HNTB Corporation in order to obtain a water feasibility study. Resolution 2009-69 is a <br />resolution amending 2007-125 in the amount of $6,050 to a total of $30,950. Resolution 2007- <br />125 was approved by Council for $24,900 for a feasibility water study with HNTB. Because <br />of two cities participating instead of three plus some extra work was done due to North <br />Olmsted not having digitized maps, costs increased. Although it was in the contract, the <br />increased amount of $6,050.00 was accidentally overlooked. The work asked for was <br />completed, and the additional funds are due. Mr. Barker made a motion to approve Resolution <br />2009-69 along with suspension, and it was seconded by Mr. Kearny. The vote was 2 to 0 to <br />approve. With nothing else before the Finance Committee, the meeting adjourned at 8:40 p.m. <br />Council Member Dailey Jones, chairperson of the Streets & Transportation Committee: 1) <br />Announced that Council's annual streets tour will be held on Wednesday, September 9, at 7 p.m. <br />Other city officials and members of the public are invited to attend. Please notify her or Service <br />Director Limpert so he can plan for a large enough vehicle. <br />2) As Mr. Dubelko pointed out, HUD did come into the city of North Olmsted to do its audit of our <br />fair housing program, and the initial reaction was positive. We have a strong program. She is <br />certain, when the final results are available, that Council will be pleased to hear that we are in <br />compliance with HUD. She is pleased that the Mayor is reappointing Meenal Parikh to another term <br />on the Fair Housing Board. She has served this community very well on that board for a long time. <br />Councilman Kearney, chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />committee met August 3 at 7 o'clock. Present were Council President Kennedy and Council <br />Members Brossard, Barker, Jones; committee members Orlowski, Kearney and Mahoney; the Law <br />Director and Safety Director. Agenda items included the following: <br />• Ordinance 2009-79, introduced by the Mayor, amending the Traffic Control File of the city <br />of North Olmsted to provide for the elimination or modification of certain "No Right Turn on <br />Red" prohibitions located at the intersections of Lorain Road at Clague Road, Brookpark <br />Road at Clague Road, Brookpark Road extension at Dover Center Road, Cedar Point Road at <br />Columbia Road, Maple Ridge Road at Clague Road, interstate I-480 exit ramp at Clague <br />Road, in the city of North Olmsted, as amended. The committee and Council agreed that the <br />above intersections did need to be more relaxed or no turn on red at all. However, Council <br />chose to change some of the recommendations received by the administration. The five <br />intersections will now be as follows: Brookpark Road extension and Dover Center Road <br />6 <br />
