<br />Council Minutes of 6/2/2009 <br />~..> <br />r~ <br />it works out for the betterment of all organizations in North Olmsted, not just one or two <br />whether it's NOSO or whether it's the Scouts, but we can start including and benefiting <br />other programs as well, we can do it. The comments that the field is unusable to go out <br />and fly kites or to go out there and play Frisbee is incorrect. You can go out on the fields <br />any time when there are no baseball games going on. The fields are open-they are able <br />to be played on. Just after the Fourth of July is when the fence will come down. We'll <br />review it again next year for 2010 to see if it's something we want to continue with. <br />There's no doubt that back when the fence did go up, there was nothing in the legislation <br />that talked about when the fence should come down. He won't azgue the fact that there <br />was comment made after the meeting or at the conclusion, but there's nothing in the <br />formal negotiations or the contract that said they had to come down at the end of the <br />organized high school season. So for 2009, we decided to make a different choice to let <br />other people have an opportunity to use the pazk, not just a select few. Mayor O'Grady <br />commented that he agreed wholeheartedly with Mr. Meike's point that he would like to <br />go out to the pazk and be able to walk from one side to the other and use the park as a <br />park. The administration brought forwazd a proposal for a new recreation center. It <br />wasn't the right time for that, and it didn't get through. In that plan, we were looking at <br />the construction of a new recreation center and on that same site where the recreation <br />center currently is located, to use the area in back for a cloverleaf of baseball fields to be <br />used by the high school and the younger players. North Olmsted Park would have <br />transitioned back to what it really should be-a community park without the fields. The <br />administration hopes this can be accomplished at some point in the future. <br />3) Marvin Stotz, 6657 Bretton Ridge Drive spoke on five topics: 1) How aze the "Nc <br />Jake Brake" signs coming on I-480? Mayor O'Grady said that would be an Ohio <br />Department of Transportation responsibility and decision. He suggested Mr. Stotz call <br />the Safety Director regazding this issue. 2) Erect signs at the entrance to North Olmsted <br />that state North Olmsted is a bike friendly city, which would make our azea a little more <br />desirable. Councilman Gazeau said signage has been discussed in other capacities too as <br />the signage we have is deplorable. The Planning Director is working on a transportation <br />study to create links so that we can create a pedestrian pathway throughout the city. <br />Mayor O'Grady added that the multi-modal transportation study is also looking at bicycle <br />traffic, public transport, and private vehicles. Councilman Orlowski noted that he had <br />presented information to Planning Director Wenger about getting funding from NOACA <br />to make a bicycle friendly two-way path that goes down Cedar Point Road to allow <br />residents to access the Metroparks and the Olmsted historical area. He is hoping the city <br />is able to work with different entities to get funding for that and make it much safer to go <br />down that hill. 3) Old storm sewers with the raccoons taking up residence. His <br />neighbors had about a thousand dollazs worth of damage as a raccoon ripped off their <br />attic vent fan. Basically, the storm sewer has a 6 inch by 35 inch opening. All other <br />storm sewer openings have 1 %2 inch or 4 inches. This is a health and safety issue and the <br />grating should be covered up. There is a 42 inch storm water retention system in Bretton <br />Ridge south, and it's a continuing problem. Mayor O'Grady suggested he contact <br />Service Director Limpert on this issue. 4) Asked about the indebtedness of the <br />Recreation Center as he understands there is still outstanding debt on this 35-40 year old <br />building. Finance Director Copfer answered that the original building is paid off. In <br />10 <br /> <br />
