w~. <br />Council Minutes of 6/2/2009 <br /> <br />AUDIENCE PARTICIPATION <br />1) Jim Cotner, 7145 Barton Road, urged Council to vote against Ordinance 2009-45 and <br />come up with a new contract and agreement with a fair contract for the heatinglcooling <br />services for the city of North Olmsted. Thanked Mr. Mahoney for his due diligence on <br />the committee hearings. He thinks the quote system and the bidding process should be <br />revamped and looked at so that, when emergency work and repair work outside the <br />maintenance agreement comes up, there's a fair way for a fair contractor to get the work <br />and it's not just given to the contractor who presently has the maintenance agreement He <br />noted that, although Fairview Park company Sunman Mechanical missed the bidding by <br />two days, they were at a lower price. If the city could do a new contract, it would be a <br />fair shake to our citizens and maybe save some money seeing our budget deficit in the <br />upcoming year. <br />2) Curt Meike, 26795 Sudbury Drive, spoke about the baseball diamond fence at North <br />Olmsted Park. As a citizen, he does not have use of the park other than the fact to be able <br />to play baseball. He can't walk from one end to the other; he can't fly a kite or Frisbee <br />there. He can't do anything but play Hot Stove baseball for six months out of the year. <br />He doesn't think that is what the park was intended for. The 2005 Master Plan for the <br />park doesn't mention this. He is aware that minutes of past Council meetings were <br />forwarded to the Recreation Commission which indicated the fence is supposed to be <br />down after the end of the high school season. That seems to have gone away, and he <br />wondered why. Councilman Gareau said the administration would have to provide that <br />answer, but he can verify what Mr. Meike said was accurate. The fence plan was <br />originally presented as North Olmsted High School utilizing the field for purposes of the <br />season. We've had two conflicts now because it seems to have extended further on. The <br />first conflict was with Scouts where there was a suggestion there was a conflict between <br />the fence and the All Scouts Weekend. The other issue was with NOSO and whether or <br />not the park could be used for purposes of soccer. He understands both of those issues <br />have been resolved; but the original sales job on the fence was the fence was for the high <br />school although Hot Stove would benefit from it as well. He agrees with Mr. Meike and <br />why it's progressed further past the end of the season he doesn't know. Mr. Meike <br />commented it was because of the Hot Stove League. Mayor O'Grady said he would ask <br />Mr. Dailey to comment, but it should be understood that the fence is in place pursuant to <br />a contract that was negotiated and approved by the City Council and the school board. It <br />is his understanding the conflict issues with the Scouts and NOSO have been corrected. <br />Mr. Meike commented that the agreement involves the Scouts taking down and putting <br />up the fence, which is not a very good resolution as far as he is concerned. Mr. Dailey <br />commented that the park belongs to everyone in the city. For years, people have taken <br />ownership of it for certain days. It seemed a little bit ridiculous for us to knock down a <br />fence for two days for a Scouting event and two days for a soccer event when we can <br />extend the high school baseball season by an extra five weeks. Because the spring season <br />here in northeast Ohio is a very wet season, the extended season is anon-organized high <br />school season comprised of ail the Southwest Conference teams. A couple of years ago <br />they had games in North Olmsted Park without the fence up, and it didn't make for good <br />baseball. This past year, we made the decision to allow the fence to stay for this season <br />going to see how it goes. Much like any other decision, there's nothing ever in stone. If <br />9 <br /> <br />
