Council Minutes of 6/2/2009 <br />surface is being changed to a newer surface that will still be ADA compliant. The goal <br />for having that particular piece of equipment installed would be by July 4. In terms of the <br />overall condition of the Recreation Dept. with regard to the target expense report, at this <br />point in time for the end of April, we have spent 33% of the amount budgeted by the City <br />Council for the entire year. The Rec Dept. expense rate right now is at 32.6%, so we are <br />actually a smidgen underneath the target expense, but that's a good thing given the hard <br />economic times that the city faces. The pool and rink may have a tough year. Pool <br />revenue is expected to be down as well as revenue from lessons which are down because <br />of the economy. Income overall for year to date comparison from 2009 to 2008, is under <br />last year by $27,000. Mr. Dailey explained that is mainly because the pool and the ice <br />rink rentals are down. Also, it was noted that the Fairview Park swim team utilized and <br />rented a large amount of time last year, and they are not at our pool this year. <br />Councilman Brossard, chairperson of the Intra-Governmental Relations Committee: 1) <br />The Intra-Governmental Relations Committee met on Tuesday, May 26, 2009 from 7:30 <br />to 7:39 p.m. Present were committee members Brossard, Orlowski and Gareau; Council <br />Members Kearney, Mahoney, Barker, and Council President Kennedy; Law Director <br />Dubelko; guests. Discussed was Ordinance 2009-62, sponsored by the Mayor, an <br />ordinance amending Section 165.04 "Duties" of Chapter 165 "Landmarks Commission" <br />of the Administrative Code in order to provide authority to the city Landmarks <br />Commission to review and retain in the city's archives records of historical interest or <br />value that have been submitted to the city Records Commission and/or the Ohio <br />Historical Society for disposal. Mr. Dubelko briefed the committee on the merits of the <br />ordinance. In short, the ordinance advises the creation of a retention schedule regarding <br />the disposal of city records. He also advised that because the city recently achieved <br />Certified Local Government status, there may be some grant monies available for better <br />storage facilities and procedures. Positive feedback regarding the ordinance was also <br />offered by committee member Orlowski. Committee chairman Brossard made a motion <br />to recommend approval, it was seconded by Mr. Orlowski, and approved 3-0. <br />2) A second meeting of the Intra-Governmental Relations Committee was held this <br />evening from 7:15 p.m. until 7:20 p.m. The committee interviewed Mr. Alfredo Lopez <br />for his appointment by Mayor O'Grady to the Board of Zoning Appeals. Present were <br />committee members Brossard, Orlowski and Gareau; Councilman Mahoney and Planning <br />Director Wenger. The committee asked some basic questions of Mr. Lopez, and the <br />committee feels that Mr. Lopez is going to make a fine addition to the Board of Zoning <br />Appeals. A committee motion by Mr. Brossard to recommend Mr. Lopez was seconded <br />by Mr. Orlowski and approved by a vote of 3-0. Councilman Brossard made a motion to <br />approve the appointment of Mr. Alfredo Lopez to the Board of Zoning Appeals for the <br />term ending December 31, 2009. The motion was seconded by Councilman Orlowski and <br />passed unanimously. <br />3) Councilman Brossard made a motion to recommend the Mayor's reappointments to the <br />Housing Council of Lisa Thomas for the term of 1/1/09 to 12/31/11 and Walter Spalding <br />for the same term. The motion was seconded by Councilman Gareau and passed <br />unanimously. <br />8 <br />
