<br />Council Minutes of 6/2/2009 <br /> <br />5) Tim Smith, 6053 Sherwood, is a hockey referee and visited rinks all over northeast <br />Ohio and has seen advertising in the rec centers. He believes advertising in the rink and <br />on the fence at the park would be a golden opportunity for local businesses and <br />restaurants and will increase revenue. It's awin/win-revenue for the city and <br />advertising and more awareness of local businesses and restaurants. <br />6) Neal Ginley, 6208 MacKenzie Road, spoke about Ordinance 2009-45. In these though <br />economic times, the ordinance uses the same contractor-nobody is getting another look. <br />We've seen a slight decrease in the hourly rate from a contractor who is not going to get <br />the job as it stands now, which he had previously explained could account for dollars <br />saved by the taxpayers for the future work over and above the work that is in the <br />maintenance package. He seriously hopes Council will consider voting no as there are <br />hundreds of residents who are really interested in this ordinance. He hopes this can be <br />revisited in the future. <br />LEGISLATION <br />Resolution No. 2009-45 introduced by Mayor O'Grady was given its third reading. A <br />resolution authorizing the Mayor to enter into a renewed one-year contract with LK <br />Heating & Cooling Inc., with a city option for an additional one year term, to perform <br />maintenance services upon the heating and cooling equipment at various city buildings, <br />and declaring an emergency. Councilman Mahoney moved for adoption, and the motion <br />was seconded by Councilman Gareau. Roll call: Mahoney, yes with comment. He is <br />well aware that we had four committee meetings on this particular piece of legislation <br />which is far and above what would happen for any particular piece of legislation. The <br />conundrum he finds himself in is, if Council votes no, then essentially nine city buildings <br />are without a service maintenance agreement. Those city buildings would include City <br />Hall, Town Hall, the Community Cabin, the Senior Center, the Service Garage, the <br />Service Dept. building, the Police Dept., Fire Station No. 1 and Fire Station No. 2. <br />That's the simple fact of the matter at this particular point in time. He views his <br />responsibility is to protect the interests and serve the residents. The simple fact of the <br />matter from his point of view is that the bids were received, quotes were received, some <br />came in late. There is no changing it. They were not timely filed, and a number of <br />meetings were held to discuss the issue. To vote yes means that our city maintenance <br />agreement for these important buildings is provided for at least an additional one year and <br />a possibility for a city option for an additional one year. In regards to the cogent <br />comments that were made not only here this evening but also through the course of the <br />committee meetings, he would assure the members of the public here and those who were <br />at the committee meeting, that the manner in which this was presented to Council and the <br />quote or bid process will be reviewed not only for these particular buildings but also for <br />the Rec Center. Whatever mistakes were made in this particular process for this <br />particular contract, will not happen again next year. He does not believe that receiving quotes by <br />invitation only is the optimum method of securing the best pricing for a service. He is <br />not against pricing by quotes although he does believe in advertisement to the general <br />public through a trade journal, newspaper or other form of media may better serve <br /> 13 <br /> <br />t <br />
