<br />Council Minutes of 6/2/2009 <br />survivors and a lunch donated by Chick-Fil-A restaurant. More information is available <br />from CLS Director Dailey. <br />8) The annual Fourth of July bicycle parade and picnic will be held at our main City Hall <br />campus this year as the NOSO Cup will be using the park. The bike judging will take <br />place at the City Hall complex as usual. Then we will have a parade proceed down <br />Dover Center Road, down Butternut Ridge Road, and back up Lorain Road to the City <br />Hall complex. We will have the picnic, games, and cookout in the azea surrounding Old <br />Town Hall. All are invited and encouraged to attend. <br />9) North Olmsted businesses are now eligible to participate in Cuyahoga County's <br />storefront renovation rebate program. Businesses can obtain grants to correct exterior <br />code violations, make improvements, or install new signage. A test case was run very <br />successfully, and we will be doing significant outreaches to various businesses to <br />encourage them to take part. Questions should be directed to Planning Director Wenger. <br />10) Work continues on the budget for 2009 and proposals for 2010. Over the past four <br />years we have made a very diligent effort to accelerate the process and procedure wherein <br />budgets are reviewed. This yeaz for the first time, the budget was presented to Council <br />within the calendar year. The intent is to continue that process and have the budget <br />presented to Council for 2010 earlier than ever before in this year. As we have done for <br />four years, we have continued to study and look for efficiencies within the structure of <br />city government so as to reduce cost to our taxpayer. We are as lean as we can get. We <br />still, however, look for additional efficiencies. Additionally, we seek other ways to <br />maximize revenue for the city. We have pursued grants and stimulus funding has come <br />our way. In addition, we look for other azeas of revenue, and the Safety and Finance <br />Directors are meeting next week with the Rocky River Municipal Court personnel. They <br />will be reviewing procedures there to include billing as well as collections by Great <br />Lakes Billing to see if there are other ways the city can reasonably increase revenue. Part <br />of our review of existing fines structure shows that some of our local fines can be raised <br />and legislation to make that happen will be forthcoming. <br />11) Representatives of the Cuyahoga County Dept. of Justice Affairs will be making a <br />site visit of City Hall on Wednesday scouting locations for the MARCS radio antennas. <br />Accompanying the group will be representatives of the local Westshore central dispatch <br />center. A variety of locations are being considered for these antennas that are used to <br />transmit and retransmit safety related traffic (police, fire, EMS). North Olmsted is one of <br />the sites being considered. <br />12) The Dover Center Road reconstruction contract was awarded to Burton Scot. Work <br />will begin soon with completion expected 90 days after construction begins. <br />13) The Board of Control has awarded a one year plus a one year option contract with <br />Richard L. Bowen & Associates to provide city engineering services. <br />14) The Stearns/Cook project progresses with two-way access at Dorchester Road now in <br />place, and traffic will soon move along Stearns Road to the completed west side of the <br />roadway as work begins on the east side of Stearns Road heading towards Cook. <br />President Kennedy asked the Mayor to comment on what the administration is doing this <br />year to help offset the possible S2 million shortfall in 2010. He noted it's going to be a <br />painful process this year, but it could be worse for taxpayers and employees if we don't <br />do something right now. <br />4 <br />
