C3 <br />Council Minutes of 6/2/2009 <br />µ <br />board to begin work with Tri C students to develop a short educational piece for use by <br />public access channels and other programming. <br />3) City Prosecutor report for the month of May: A total of Z11 cases handled-85 were <br />General Offenses; 126 Traffic; no trials. <br />4) On contracts authorized by City Council or contracts awarded by City Council, he has <br />prepared or reviewed and approved the following contracts: Karrie Skall Tipton contract, <br />Dover rehab contract, Gary Johnson contract amendment, both plans examiner contracts; <br />and the new Bowen engineering contract. <br />Finance Director Copfer: 1) April financial reports were distributed to the Mayor and his <br />administration, to Council, and the various union representatives on May 29. As usual, <br />they are posted on the V drive of the city network for all employees to see. Nothing has <br />changed dramatically from the end of March. <br />2) Participated in a short training on-line entitled "Surviving Financial Distress" <br />presented by the GFOA (Government Finance Officers Association). Many of the tools <br />and ideas for governments to look into have already been done or have been started to be <br />looked into, such as standardizing the accounts receivable billing process, looking into <br />outsourcing, and looking at ways to better collect our revenue streams. They suggested <br />that, when evaluating expenditures, to go back to the basics-the mandated services we <br />are required to provide, then review all the extras, cost them out, and prioritize them so <br />they can be added on to the basic level of services one at a time to match the available <br />resources. This was the plan at the last directors' meeting when the budget was <br />discussed. The city is moving in the right direction and working hard at resolving this <br />budget issue during these tough economic times. <br />3) The 2008 unaudited financial statements were submitted to the Auditor of State on <br />May 29. Our auditors are completing the audit and the Finance Department is working <br />on the Comprehensive Annual Financial Report which has additional information, such <br />as detailed fund schedules, statistical schedule, and a transmittal letter. That will be due <br />by June 30; and, once the Auditor of State's office has performed its desk review, it will <br />be officially released and available on our website. <br />4) There were three listings of unclaimed funds in the newspaper recently for divisions of <br />the city, and the Finance Department has pursued those with the Ohio Division of <br />Unclaimed Funds. There were many documents requested to prove original ownership, <br />verification of position, and identification. Those requirements have been met, and we <br />hope to recover the $180.74 in total. <br />Councilman Gazeau, chairperson of the Finance Committee: 1) The Finance Committee <br />met on May 26, 2009 at 7:03 p.m. until 7:08 p.m. Present were Council President <br />Kennedy, Councilman Brossard, committee member Bazker, Councilman Orlowski, <br />committee chairman Gazeau, committee member Kearney, Councilman Mahoney, and <br />Law Director Dubelko. Safety Director Lisa Thomas submitted a written report. The <br />committee discussed Resolution 2009-65, a resolution authorizing the Director of Law to <br />settle a claim for damages to a police cruiser and authorizing the Mayor to execute a <br />general release and settlement. This involved a December 8, 2007 collision at the <br />intersection of Great Northern Blvd. and Brookpark Road. One of our officers was <br />injured at that time, and the cruiser was significantly damaged to the point it was not <br />6 <br />
