Council Minutes of 5/6/2009 <br /> <br />future of the city as any tax increases would really hurt senior citizens. Mayor O'Grady <br />said, for the record, no tax increases are being envisioned by the city. <br />LEGISLATION <br />Resolution No. 2009-44 introduced by Council Members Jones, Orlowski, Kearney and <br />Mahoney was given its third reading. A resolution urging the State of Ohio to purchase <br />domestically produced goods, materials, and services with funds received from federal <br />economic renewal grants. Council Member Jones moved for adoption, and the motion <br />was seconded by Councilman Orlowski. Roll call: Jones, yes; Orlowski, yes; Mahoney, <br />yes; Kearney, yes; Gareau, yes, with comment that he wished resolutions are more <br />germane to the specifics of the city of North Olmsted. We've had several of these types <br />of resolutions. On occasion, he finds himself voting no on them. Now he is in a position <br />where, if he votes no, he must be opposed to requiring us to purchase domestically <br />produced goods and raw materials with stimulus money. That's not the point of it. He <br />voted yes because he believes in that. But the explanation is that he really wishes we <br />would back away from resolutions on these types of matters. He understands it's a <br />general piece of legislation to encourage a good policy, but people who are far higher in <br />the chain of government would be making these decisions. He trusts they will make the <br />decisions irrespective of our input for the right reasons. He votes yes, but for these <br />resolutions to continue, he is concerned. Roll call continued: Brossard, yes; Barker, yes, <br />with comment. Being in manufacturing and manufacturing being down as it is, he also <br />has issues with resolutions. He does not want to vote no, but he would think it would be <br />common sense for the State of Ohio buy American-made or Ohio-made products. His <br />vote is yes. The motion passed unanimously. Resolution No. 2009-44 adopted. <br />Resolution No. 2009-47 introduced by Mayor O'Grady was given its third reading. A <br />resolution authorizing the Mayor to enter into a contract with the Cuyahoga County <br />Board of Health authorizing the Board of Health to use the North Olmsted Service <br />Department garage as a point of dispensing ("POD") disease prevention and control <br />facility in the event of an emergency, and declaring an emergency. Councilman <br />Mahoney moved for adoption. The motion was seconded by Councilman Kearney and <br />passed unanimously. Resolution No. 2009-47 adopted. <br />Resolution No. 2009-51 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for the award of <br />a contract to provide new pavement markings to various streets at various locations in the <br />city, as detailed in the specifications on file in the Service Department, and authorizing <br />the Mayor, following approval of the Board of Control, if necessary, to contract for the <br />same with the lowest and best bidder, and declaring an emergency. Council Member <br />Jones moved for suspension of the rule requiring three readings as the legislation had <br />been heard in committee. The motion was seconded by Councilman Mahoney and <br />passed unanimously. Council Member Jones moved for adoption. The motion was <br />seconded by Councilman Mahoney and passed unanimously.
