Council Minutes of 5/6/2009 <br />Resolution No. 2009-52 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for cracksealing <br />on various streets in the city, as per specifications on file in his office, and authorizing the <br />Mayor to enter into a contract for the same, and declaring an emergency. Council <br />Member Jones moved for suspension of the rule requiring three readings as the <br />legislation has been heard in committee. The motion was seconded by Councilman <br />Mahoney and passed unanimously. Council Member Jones moved for adoption. The <br />motion was seconded by Councilman Mahoney and passed unanimously. Resolution <br />No. 2009-52 adopted. <br />Resolution No. 2009-54 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Safety on behalf of the city to apply for a <br />Federal Assistance to Firefighters Grant for the purposes of receiving funds to purchase a <br />ladder truck; further. authorizing the Mayor, if the application is granted, to enter into an <br />agreement with the appropriate agency to accept said grant funds, and declaring an <br />emergency. Councilman Kearney moved for suspension of the rules requiring three <br />readings as the legislation had been discussed in committee. The motion was seconded <br />by Councilman Orlowski and passed unanimously. Councilman Kearney moved for <br />adoption. The motion was seconded by Councilman Orlowski and passed unanimously. <br />Resolution No. 2009-54 adopted. <br />Ordinance No. 2009-56 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the city of North Olmsted for the year ending December 31, 2009. <br />Resolution No. 2009-57 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor to accept donations from various businesses and other <br />organizations for the purpose of purchasing and placing a monument at Veterans Plaza at <br />North Olmsted Park, and declaring an emergency. Councilman Barker moved for <br />suspension of the rules requiring three readings and committee review noting the <br />legislation had been discussed in caucus and has been an on-going situation for quite a <br />long time that he can recall through one of his neighbors on Carriage Lane. The motion <br />was seconded by Councilman Kearney and passed unanimously. Mayor O'Grady said he <br />is not sure what the confusion is, but it is not an on-going situation. This is a new <br />initiative that was brought forward to the administration, and they took action on it. He <br />wondered if there was something else Mr. Barker was referring to. Councilman Barker <br />answered that one of his neighbors, who is very active with the veterans, has been telling <br />him for a while that he has been trying to get some type of monument set up at the park. <br />It may be a different thing, but it sounds to be the same one to him. Councilman Barker <br />moved for adoption. The motion was seconded by Councilman Barker and passed <br />unanimously. Resolution No. 2009-57 adopted. <br />Ordinance No. 2009-58 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance amending Section 505.15 of Chapter 505 of the General Offenses Code <br />entitled "Animals and Fowl," in order to prohibit the feeding of wild animals in the city <br />in any manner that creates nuisance conditions and declaring an emergency. <br />8 <br />
