Council Minutes of 4/7/2009 <br />LEGISLATION <br />Resolution No. 2009-28 introduced by Mayor O'Grady was given its third reading. A <br />resolution authorizing the Mayor to enter into an agreement with University Hospitals of <br />Cleveland that will provide for the North Olmsted Police Department to participate in the <br />Ohio Department of Public Safety "Click It or Ticket" overtime project, and declaring an <br />emergency. Councilman Barker moved for adoption. The motion was seconded by <br />Councilman Gareau and passed unanimously. Resolution No. 2009-28 adopted. <br />Resolution No. 2009-30 introduced by Mayor O'Grady was given its third reading. A <br />resolution authorizing the Director of Public Safety to request statements of qualifications <br />(SOQ's) for a plans examiner and back-up plans examiner; further authorizing the <br />Mayor, subject to approval of the Board of Control, to enter into atwo-year agreement <br />with the examiners selected; and declaring an emergency. Councilman Barker moved for <br />adoption. The motion was seconded by Councilman Mahoney and passed unanimously. <br />Resolution No. 2009-30 adopted. <br />Resolution No. 2009-31 introduced by Councilman Barker on behalf of himself and <br />Council Members Jones, Kearney, Mahoney, Orlowski and Brossard was given its third <br />reading. A resolution authorizing the Director of Finance to solicit statements of <br />qualifications ("SOQ's") from qualified attorneys and law firms to provide professional <br />services as the city's bond counsel; and further authorizing the Mayor, subject to <br />approval of the Board of Control, to enter into a personal services contract with the <br />attorney or firm selected, as amended. Councilman Barker moved for adoption. The <br />motion was seconded by Council Member Jones. Roll call: Barker, yes; Jones, yes; <br />Gareau, abstain; Kearney, yes; Mahoney, yes; Orlowski, yes; Brossard, yes. The motion <br />passed with six yes votes and one abstention. Resolution No. 2009-31 adopted. <br />Ordinance No. 2009-34 introduced by Council Member Dailey Jones on behalf of herself <br />and Councilman Orlowski was given its second reading. An ordinance creating new <br />Section 331.43 of Chapter 331 (Operation Generally) of the North Olmsted Traffic Code <br />for the purpose of prohibiting excessive motor vehicle engine idling in the City of North <br />Olmsted, as amended. <br />Ordinance No. 2009-35 introduced by Mayor O'Grady was given its second reading. An <br />ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2009 as <br />amended. Councilman Gareau moved for suspension of the rule requiring three readings <br />noting the legislation had been reviewed in committee, and the purpose for suspension <br />would be to proceed forward with financial obligations the city is facing. The motion <br />was seconded by Councilman Barker and passed unanimously. Councilman Gareau <br />moved for adoption. The motion was seconded by Councilman Barker and passed <br />unanimously.
