Council Minutes of 4/7/2009 <br />declaring an emergency. Councilman Gareau moved for suspension of the rule requiring <br />three readings noting it had been reviewed in committee and the purpose for suspension <br />is the city's current contract for uniform rental services is set to expire. The motion was <br />seconded by Councilman Kearney and passed unanimously. Councilman Gareau moved <br />for adoption, and the motion was seconded by Councilman Kearney. Roll call: Gareau, <br />yes; Kearney, yes; Jones, yes; Brossard, yes; Orlowski, yes; Mahoney, yes; Barker, yes, <br />with comment that he would hope the Service Director looks into what was discussed in <br />committee about making a policy of everybody wearing uniforms since the city is paying <br />for them. The motion passed unanimously. Resolution No. 2009-36 adapted. <br />Resolution No. 2009-41 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Safety on behalf of the city, to apply for <br />American Recovery and Reinvestment Act of 2009 Grant Award or awards; further <br />authorizing the Mayor to enter into an agreement or agreements with the appropriate <br />agency or agencies to accept any such grant or grants awarded; and declaring an <br />emergency, as amended. Councilman Mahoney moved for suspension of the rule <br />requiring three readings noting it has been reviewed in committee and the reason for <br />suspension was outlined in caucus. There is a timeliness issue in regards to a deadline to <br />apply for these funds. The motion was seconded by Councilman Kearney and passed <br />unanimously. Councilman Mahoney moved for adoption. Resolution No. 2009-41 adopted. <br />Resolution No. 2009-42 was introduced and placed on first reading by Council Member <br />Dailey Jones. A resolution proclaiming April as Fair Housing Month in North Olmsted, <br />Ohio, and declaring an emergency. Council Member Dailey Jones moved for suspension <br />of the rules requiring three readings and committee review because Fair Housing Month <br />has begun. The motion was seconded by Councilman Kearney and passed unanimously. <br />Council Member Dailey Jones moved for adoption. The motion was seconded by <br />Councilman Mahoney and passed unanimously. Resolution No. 2009-42 adopted. <br />Resolution No. 2009-43 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor to enter into an agreement of certification with the <br />Ohio Historical Society for the purpose of the City of North Olmsted obtaining Certified <br />Local Government status and declaring an emergency. Councilman Mahoney moved for <br />suspension of the rules requiring three readings and committee review noting the <br />Planning Director indicated the agreement must be entered into before final approval by <br />the National Park Service can be granted. This is a final piece before the Certified Local <br />Government status is obtained, and the Council authorized and supported the CLG <br />application in 2005. The motion was seconded by Councilman Barker and passed <br />unanimously. Councilman Mahoney moved for adoption. The motion was seconded by <br />Councilman Barker and passed unanimously. Resolution No. 2009-43 adopted. <br />Resolution No. 2009-44 was introduced and placed on first reading by Council Member <br />Dailey Jones on behalf of herself and Council Members Orlowski and Kearney.
