Council Minutes of 4/7/2009 <br />Resolution No. 2009-45 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor to enter into a renewed one-year contract with LK <br />Heating & Cooling Inc., with a city option for an additional one year term, to perform <br />maintenance services upon the heating and cooling equipment at various city buildings, <br />and declaring an emergency. <br />Resolution No. 2009-46 was introduced and placed on first reading by Mayar O'Grady. <br />A resolution authorizing the city to accept the bequest from the estate of Elizabeth <br />Boczek for the benefit of the Department of Community Life Services and further <br />authorizing the Mayor, with advice of the Director of Law, to execute documentation in <br />Frobate Court. Councilman Mahoney moved for suspension of the rules requiring three <br />readings and committee review for the reason stated by Community Life Services <br />Director Dailey which was to expedite the estate of the grantor Ms. Boczek and also to <br />expedite the receipt of any funds that might be coming from the estate. The motion was <br />seconded by Councilman Kearney and passed unanimously. Councilman Mahoney <br />moved for adoption. The motion was seconded by Councilman Kearney and passed <br />unanimously. Resolution No. 2009-46 adopted. <br />Resolution No. 2009-47 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor to enter into a contract with the Cuyahoga County <br />Board of Health authorizing the Board of Health to use the North Olmsted Service <br />Department garage as a point of dispensing ("POD") disease prevention and contro <br />facility in the event of an emergency, and declaring an emergency. <br />Resolution No. 2009-48 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor to enter into a contract with Olmsted Township <br />providing for the transfer, possession, utilization and maintenance cost of an ACU 10x0 <br />Tactical Radio Unit, and declaring an emergency. Councilman Mahoney moved for <br />suspension of the rules requiring three readings and committee review noting that Safety <br />Director Dr. Lisa Thomas gave a lengthy and thorough set of reasons for suspending this <br />particular piece of legislation. She indicated it increases and improves mutual aid <br />between North Olmsted and Olmsted Township. The motion was seconded by <br />Councilman Barker and passed unanimously. Dennis Lambert, 25057 Carey Lane, said <br />he had a few questions about this and feels it should go to committee. He said the Mayor <br />mentioned in his report that there is some funding for communications equipment, and he <br />is not sure that's part of this business or not. In other words, who is paying for this? <br />From what he understands, this radio system is going to be put in place in Olmsted <br />Township at the expense of the city of North Olmsted. Olmsted Township is using an <br />800 megahertz system, which is a microwave system for a small community. They want <br />to interface with our 150 megahertz system which basically every other community <br />seems to have except them. We're paying for it. We're putting a tower. We're probably <br />going to run line for it. We're going to pay for radio equipment and the maintenance of <br />that so they can call us. As members of Council, he would want to know how many <br />times a year we get mutual aid from Olmsted Township and have a problem and whether <br />the cost is worth it to install this system or whether a phone call could probably do the <br />same thing. It seems like an awfully complicated way to go. He would want at least one <br />13 <br />
