Council Minutes of 4/7/2009
11) The North Olmsted Police Department is now using Twitter. You sign up with them,
you can go on the web and enter North Olmsted PD, and you can log on so that you can
receive a notice should there be an emergency where we shut down a roadway, or an
accident where traffic is going to be impaired, and an automatic notice will be sent out to
your cell phone. This is an outstanding ability to communicate quickly with residents.
12) The Building Department, as a reflection of our economy that remains down, has not
seen any increase in permits or plans examination activity. We are continuing our efforts
in property maintenance inspections.
13) The Stearns Road Phase II project,. which is under construction, was set to begin in
the Township and work north. We were very convincing on the logic of starting near the
overpass. It started in North Olmsted and is working south and is ahead of schedule. We
are working very closely with Cuyahoga County Engineer Robert Klaiber and contractor
Digioia-Suburban Excavating. Weather permitting, one-way south traffic will remain for
only a few months. Once we get that half of the roadway done, we'll be able to go back
to two-way traffic.
14) At the Senior Center today, the ballasts were changed as part of our efforts for energy
efficiency. We now have the ability to use low consumption light bulbs so we use less
energy and reduce our carbon footprint. The lights are brighter and better, and the
difference was stunning. We'll be bringing those same energy conservation efforts to
City Hall.
15) This winter saw the construction of a new Law Department area. Being innovative,
doing more with less, we were able to take an open area and construct an office for the
department. Energy conservation and ADA enhancements were used. The project was
done at minimal cost using city labor.
16) With the street surveys for rating pavement conditions now complete, we have started
surveying and rating our catch basins to better manage our storm water system. Of the
700 catch basins in Ward 1, about 100 were in need of cleaning and/or repair. This is a
very good thing for our infrastructure and work continues.
Council Member Jones said she wanted to echo the Mayor's welcome to our new library
branch manager, Kacie Armstrong. She and Ms. Armstrong met at the Cleveland
Leadership Academy. After hearing Mrs. Jones introduce herself, Ms. Armstrong
introduced herself as a North Olmsted resident and said she wanted to talk to her about
Dover Center Road! Mrs. Jones is pleased to have Ms. Armstrong working here in the
city and pleased that the city is rebuilding Dover Center Road
Law Director Dubelko: Thanked the Mayor for the offices at the south end of building.
It has a great feel as a complete Law Dept. where they can discuss confidential issues.
1) The city has filed its notice of appeal with the Ohio Supreme Court in the case of City
of North Olmsted v. IAFF Local 1267. It was filed along with a motion to stay
enforcement of the judgment pending the court making a decision whether or not to take
in our appeal as it is a discretionary appeal. Thanks to the Mayor's efforts, the Ohio
Municipal League has signed on and will be filing an amicus brief in support of the city's
position in the appeal which he thinks will help. North Olmsted might not be too well
known to the Ohio Supreme Court, but they certainly understand that the Ohio Municipal
League and interests are important to cities throughout the State of Ohio. This case has
3
