<br />Council Minutes of 4/7/2009 <br /> <br />playground equipment received for Barton-Bradley Park. There were some <br />additional computer repairs that had to be paid for out of the Hotel-Motel Fund. <br />There was a recycling grant, which the schools will be participating in, that <br />needed to be appropriated for. There were change orders for the Fire Station-a <br />heating issue with respect to the tower and a remodeling of the kitchen in Fire <br />Station No. 2. There was some discussion about the issue of the need for those <br />two matters since the fire station was just constructed and whether or not it was <br />appropriate to be proceeding with those two issues. The discussion was less to do <br />with whether they had to be done but more of why they had to be done. These <br />issues need to be repaired. There is a defect in the kitchen where it was not usable <br />in its current form. The fire fighters took care of it in-house. The greater concern <br />was why since we just -built the station. The heating issue of the training tower <br />involved the air not being heated and this created a difficult work environment. <br />Originally, those issues were brought forward in 2009-35. After that, other issues <br />were brought forward which will be put in the form of a motion to amend the <br />legislation. First, a question of an engineering water study, a $6,000 additional <br />appropriation. Also, a .$7,500 engineering requirement for the playground <br />equipment at Barton-Bradley. There was a significant discussion about the need <br />as the original request was $15,000. The committee had a very difficult time <br />understanding how $15,000 would be required to engineer playground equipment <br />that only cost $30,000. That issue is being addressed and Director Dailey is <br />keeping a close eye on that along with Director Wenger. He had discussions with <br />the directors as to determining if that project possibly could be done without need <br />for any additional engineering costs. The engineering costs are related to the fact <br />that it is ADA compliant and there are strict requirements. There will be $7,500 <br />included in the legislation for engineering costs. Additional funding was <br />appropriated for the rebuild of a truck chassis and cab in the Service Department. <br />The Service Department is taking care of property, rehabbing it, and putting it out <br />on the road for longer life. A committee motion made by Councilman Gareau <br />and seconded by Councilman Barker to recommend approval with the <br />amendments included passed 3-0. Councilman Gareau made a motion to amend <br />Ordinance 2009-35 as presented in its current format before Council. and as <br />detailed in the report. The motion was seconded by Councilman Barker and <br />passed unanimously. Ordinance No. 2009-35 amended. Regarding the issue of <br />the money for the water study, there was discussion about whether it was a <br />$24,000 contract or whether it was a $30,000 contract. Several Council Members <br />had a recollection that there was a specific dollar figure in the' original ordinance <br />authorizing entering into a contract. Perhaps to make sure everyone is on the <br />same page, the Law, Finance and Service Departments can discuss that issue. <br />Council has a recollection of a finite dollar amount. It was stated in the meeting <br />that perhaps that was an estimate. Perhaps a closer look can be taken with respect <br />to that and to Ordinance 2049-35. <br />Resolution 2009-36, a resolution authorizing the Mayor to enter into a contract <br />with Cintas Corporation to provide uniform rental services to the city's Service <br />Dept. employees and declaring an emergency. The collective bargaining <br />agreement requires the city to provide uniforms to our bargaining unit members. <br />6 <br />
