Council Minutes of 4/7/2009 <br /> <br />The Service Dept. has been proceeding, and Council has been requesting, to go m <br />the direction of having one provider as opposed to several providers in order to <br />streamline the process. We are also trying to have the contracts not overlap-to <br />have one start date and one finish date for the various divisions. Hopefully, the <br />city will realize some economic benefits. A committee motion was made by <br />Councilman Gareau and seconded by Councilman Kearney to recommend <br />approval of Ordinance 2009-36, and the motion was passed 3-0. <br />Council Member Dailey Jones reminded everyone that April is Fair Housing Month. <br />Information will soon be available at the library. As always, just because April is Fair <br />Housing Month doesn't mean that the city's Fair Housing Review Board isn't constantly <br />working on fair housing issues in the city. She commended the board for their work. <br />Councilman Kearney, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The committee met on March 24 at 7 p.m. Present were committee members Orlowski, <br />Kearney, and Mahoney; Council President Kennedy, Councilmen Brossard, Barker, <br />Jones and Gareau; the Law Director, Finance Director, Service Director, and H. R. <br />Director; guest Amy Wainright from NOACA. Agenda items included the following: <br />• Ordinance 2009-41, sponsored by the Mayor, authorizing the Director of Public <br />Safety on behalf of the city to apply for American Recovery and Reinvestment <br />Act of 2009 Grant Award or awards; further authorizing the Mayor to enter into <br />an agreement or agreements with the appropriate agency or agencies to accept any <br />such grant or grants awarded, and declaring an emergency as amended. This is <br />basically getting money from the government and the committee wanted to give <br />the administration the authority to go a step beyond, so an amendment to Section I <br />was suggested. The Section now reads: "That this Council does hereby authorize <br />the Director of Public Safety, on behalf of the City of North Olmsted, to apply for <br />a Grant award or awards under the Byrne Justice Assistance Grant Program <br />and/or any other Grant program or programs established by the American <br />Recovery and Reinvestment Act, which do not require matching dollars from the <br />City of North Olmsted; and further, if the application is or applications are <br />granted, authorize the Mayor to enter into an agreement or agreements, and/or <br />execute such other required documents with the appropriate agency or agencies, <br />to accept all such Grant funding on behalf of the City." Pros and cons were <br />discussed. The committee voted 3-0 to recommend the ordinance. Councilman <br />Kearney moved that Ordinance 2009-41 be amended as presented. The motion <br />was seconded by Councilman Mahoney and passed unanimously. Ordinance No. <br />2009-41 amended. <br />• Ordinance 2009-34, sponsored by Councilmen Jones and Orlowski, an ordinance <br />creating new Section 331.43 of Chapter 331 (Operation Generally) of the North <br />Olmsted Traffic Code for the purpose of prohibiting excessive motor vehicle <br />engine idling in the City of North Olmsted, as amended. The Council finds that <br />prolonged idling of motor vehicle engines adversely impacts the quality of air iri <br />our region; and Whereas the Northeast Ohio Areawide Coordinating Agency <br />supports and recognizes municipalities that adopt anti-idling legislation; and <br />7 <br />a <br />
