City Council Minutes of 3/17/2009 <br />5) Pleased to announce that health care costs for January and Februazy aze down by <br />$225,000 compared to 2008. Congratulations and thanks to Human Resources Director <br />Cheryl Farver and her staff for the outstanding efforts they have made in this regard. <br />6) On Thursday, Landmarks Commission members Paul Schumann and Dale Thomas <br />will be featured speakers at the Chamber of Commerce luncheon. They will be speaking <br />about North Olmsted history and about the preservation efforts underway at the Frostville <br />Museum. <br />7) A public meeting for the Great Northern Multi-modal Transportation Plan will be held <br />this Thursday, March 19, at 6:30 p.m. at the library. Following a presentation regarding <br />potential transit, bicycle, pedestrian and streetscape enhancements, there will be an <br />opportunity for community input. <br />8) Police Chief Wayne Wozniak is working with the Cuyahoga County Police Chief's <br />Association on the distribution plan for federal stimulus funds targeted for law <br />enforcement agencies. Under the current plan, Cuyahoga County's Department of Justice <br />Affairs will act as fiscal agent and distribute the dollazs to selected cities. Discussions are <br />underway. If we stay with the current plan, it is anticipated North Olmsted would realize <br />something on the order of $25,000. An alternative being discussed now would have the <br />city of Cleveland act as fiscal agent. In this case, potentially the city of Cleveland could <br />recognize as much as $100,000 in revenue. Negotiations are proceeding, and we hope to <br />have some determination by the end of this month. <br />9) Westshore Council of Governments will continue with efforts to establish a regional <br />fire district. Four different consulting firms will be interviewed: Emergency Services <br />Consulting of Oregon, Cazroll Buracker & Associates of Virginia, Matrix Consulting of <br />Massachusetts, and Systems Planning Corporation of Virginia. These interviews will <br />begin on Tuesday, April 28, and will held at the Westlake Recreation Center. Any and <br />all are welcome to attend. <br />10) Select staff will be participating in a conference call at 1 p.m. on Thursday, Mazch <br />19, to learn how to access additional federal stimulus funding. The conference call will <br />take place in the Council caucus room. The International City Manager's Association is <br />the host of this call. He commends that association and others who aze working in these <br />difficult times to promote further understandings of this stimulus effort. This is the time <br />where we must work with every association that is available to find and draw additional <br />funding to the city of North Olmsted. <br />In answer to a question from Councilman Gareau, Planning Director Wenger came <br />forward to speak about the status of the grant for the Barton-Bradley soccer fields. She <br />noted funds are shown in the transfer ordinance in the Recreation Fund which will go <br />towards the city's matching contribution. The grant received was for about half what we <br />applied for and anticipated. We are still paring down the scope of the project. In order to <br />still have a quality project, we have had to shuffle some money around to make sure that <br />we had adequate funds to cover the city portion. Once the transfer ordinance is approved, <br />we are going to be moving forward with the design of the project. <br />Councilman Orlowski addressed the Mayor about a situation on Plumwood Drive and <br />Bentley Drive with surface storm water drainage.
