City Council Minutes of 3/17/2009 <br /> <br />Director and Safety Director. The committee discussed Resolution 2009-30, a resolution <br />authorizing the Director of Public Safety to request Statements of Qualifications (SOQ's) <br />for a plans examiner and back-up plans examiner; further authorizing the Mayor, subject <br />to approval of the Board of Control, to enter into atwo-year agreement with the examiner <br />selected and declaring an emergency. This is a boiler-plate resolution that comes through <br />about every two to three years. We do not have a plans examiner in the Building <br />Department, so we have to go on the outside to make sure the plans are studied for <br />compliance to state codes for structures larger than three-family and any related <br />accessory structures. The plan for the future would be for the Assistant Building <br />Commissioner to become licensed as a Class I to help with plans examination. After a <br />brief discussion, a committee motion was made by Mr. Gareau and seconded by Ms. <br />Dailey Jones, and the vote was 3-0 to recommend approval. The meeting was adjourned <br />at 7:50 p.m. <br />Councilman Orlowski, chairperson of the Environmental Control Committee: 1) The <br />Environmental Committee was called to order at 8:47 p.m. on March 10, 2009. In <br />attendance were committee members Barker, Brossard and Orlowski; Council Members <br />Gareau, Jones, Kearney, Mahoney and Council President Kennedy; the Law Director, <br />Service Director and WWTP Superintendent, and guests. A review of the annual sewage <br />sludge report to the Ohio EPA for year 2008 was presented. The refurbishing and new <br />construction at the WWTP was briefly discussed. The Service Director stated the <br />rendering of the sludge to a Class A state has not been ruled out. The design of the <br />WWTP processes are still under consideration. The report states that the moisture <br />content of the sludge is 7S% with the centrifuge removing 24-25% of the moisture. We <br />are shipping mostly water to an Ottawa County landfill, which is west of Port Clinton. <br />This is a sanctioned landfill for the deposit of raw sludge. The cost of our current system <br />versus processing the sludge to a Class A product needs to be reviewed. It was not so <br />long ago that diesel fuel was well above $4 a gallon. The Service Director stated that <br />finding a user for the Class A sludge may not be readily available and landfilling the <br />sludge may be necessary. The city of Lakewood has found a recipient farmer in Lorain <br />County. Even if the treated sludge has to be landfilled, the Allied Waste Russia <br />Township landfill is considerably closer than Ottawa County. The meeting was <br />adjourned at 8:58 p.m. <br />Councilman Kearney, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The Public Safety Committee met at 8:1 S p.m. on March 10, 2009. Present were <br />committee members Kearney, Orlowski and Mahoney; Council Members Gareau, <br />Barker, Jones and President Kennedy; the Safety Director, Law Director, Service <br />Director, and guests. Discussed was Resolution 2009-28, a resolution authorizing the <br />Mayor to enter into an agreement with the University Hospitals of Cleveland that will <br />provide for the North Olmsted Police Department to participate in the Ohio Department <br />of Public Safety "Click it or Ticket" overtime project and declaring an emergency. The <br />ordinance will allow the city money to pay officers 27 hours in overtime to target the area <br />surrounding the mall where a study was done that observed many drivers without <br />seatbelts. These monies will allow the police to target this area. The offenders must be <br />pulled over for a primary infraction first, and a seatbelt violation will be a secandary <br />S <br />
