City Council Minutes of 3/17/2009 Resolution No. 2009-39 was introduced and placed on first reading by Mayor O'Grady. A resolution authorizing the Director of Law to apply to Cleveland State Unuversity to participate in the federal work-study program for the 2009-2010 school year, authorizing the Mayor to execute an agreement with Cleveland State University regarding the same, and declaring an emergency. Councilman Mahoney moved for suspension of the rules requiring three readings and committee review. The motion was seconded by Councilman Kearney and passed unanimously. Councilman Mahoney moved for adoption. The motion was seconded by Councilman Kearney and passed unanimously. Resolution No. 2009-39 adopted. Resolution No. 2009-40 was introduced and placed on first reading by Mayor O'Grady. A resolution extending the city's contract with Richard L. Bowen + Associates, Inc.; and the City Engineer and Assistant City Engineer, to provide engineering services to and as the city's Engineering Division, and declaring an emergency. Councilman Mahoney moved for suspension of the rules requiring three readings and committee review for the reasons stated by the Service Director during caucus. The motion was seconded by Councilman Barker and passed unanimously. Councilman Mahoney moved for adoption, and the motion was seconded by Councilman Barker. Roll call: Mahoney, yes; Barker, yes; Brossard, yes; Orlowski, yes; Gareau, yes; Jones, yes; Kearney, no. The motion passed with six yes votes and one no vote. Resolution No. 2409-40 adopted. Resolution No. 2009-41 was introduced and placed on first reading by Mayor O'Grady. A resolution authorizing the Chief of Police, on behalf of the Mayor, to apply for the American Recovery and Reinvestment Act of 2009 Grant Award in the amount of twenty-five thousand, two hundred seventy-four dollars ($25,274.00); and, if the application is granted, further authorizing the Mayor to enter into an agreement with the appropriate agency to accept said grant funding on behalf of the city and declaring an emergency. MISCELLANEOUS ~iUSINESS Councilman Kearney scheduled a Public Safety Committee meeting for 7 p.m. on Tuesday, March 24, to discuss Ordinance 2009-34 and Resolution 2009-41. The Mayor, Law Director, Safety Director, Service Director, Police Chief and invited guests are asked to attend. Councilman Gareau scheduled a Finance Committee meeting for 7:50 p.m. on Tuesday, March 24, to discuss Ordinance 2009-35 and Resolution 2009-36. The Finance Director and Service Director are asked to attend.
