City Council Minutes of 3/17/2009 <br />Resolution No. 2009-39 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Law to apply to Cleveland State Unuversity to <br />participate in the federal work-study program for the 2009-2010 school year, authorizing <br />the Mayor to execute an agreement with Cleveland State University regarding the same, <br />and declaring an emergency. Councilman Mahoney moved for suspension of the rules <br />requiring three readings and committee review. The motion was seconded by <br />Councilman Kearney and passed unanimously. Councilman Mahoney moved for <br />adoption. The motion was seconded by Councilman Kearney and passed unanimously. <br />Resolution No. 2009-39 adopted. <br />Resolution No. 2009-40 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution extending the city's contract with Richard L. Bowen + Associates, Inc.; and <br />the City Engineer and Assistant City Engineer, to provide engineering services to and as <br />the city's Engineering Division, and declaring an emergency. Councilman Mahoney <br />moved for suspension of the rules requiring three readings and committee review for the <br />reasons stated by the Service Director during caucus. The motion was seconded by <br />Councilman Barker and passed unanimously. Councilman Mahoney moved for adoption, <br />and the motion was seconded by Councilman Barker. Roll call: Mahoney, yes; Barker, <br />yes; Brossard, yes; Orlowski, yes; Gareau, yes; Jones, yes; Kearney, no. The motion <br />passed with six yes votes and one no vote. Resolution No. 2409-40 adopted. <br />Resolution No. 2009-41 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Chief of Police, on behalf of the Mayor, to apply for the <br />American Recovery and Reinvestment Act of 2009 Grant Award in the amount of <br />twenty-five thousand, two hundred seventy-four dollars ($25,274.00); and, if the <br />application is granted, further authorizing the Mayor to enter into an agreement with the <br />appropriate agency to accept said grant funding on behalf of the city and declaring an <br />emergency. <br />MISCELLANEOUS ~iUSINESS <br />Councilman Kearney scheduled a Public Safety Committee meeting for 7 p.m. on <br />Tuesday, March 24, to discuss Ordinance 2009-34 and Resolution 2009-41. The Mayor, <br />Law Director, Safety Director, Service Director, Police Chief and invited guests are <br />asked to attend. <br />Councilman Gareau scheduled a Finance Committee meeting for 7:50 p.m. on Tuesday, <br />March 24, to discuss Ordinance 2009-35 and Resolution 2009-36.
