Council Minutes of 3/3/2009 <br />was by a prominent union official, Mr. Hoffa, and the second was by a prominent <br />Republican, Mr. John Boehner, from the State of Ohio. He found them to be very <br />informative. One of the things he learned through reading the two position pieces is they <br />are so diametrically opposed that it is extremely difficult for him to be able to figure out <br />how two diametrically opposed positions come from the same piece of legislation. He <br />simply couldn't figure it out. It doesn't appear to change National Labor Relations Board <br />standards, but it does apparently have an effect on union certification process. He votes <br />no for the reasons: one, he thinks the resolution process is something he would use for <br />another means; second, he is just simply not in a position (to make this decision), and he <br />will trust that the representatives in the State of Ohio can make the decision far better <br />than he can. Roll call continued: Barker, no; Brossard, yes. The motion passed with five <br />yes votes and two no votes. Resolution No. 2009-26 adopted. <br />Resolution No. 2009-27 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor to enter into a contract with Maxim Health Systems, <br />LLC for the administration of influenza and pneumonia vaccines at the Narth Olmsted <br />Senior Center. Councilman Mahoney moved for suspension of the rules requiring three <br />readings and committee review. The motion was seconded by Councihnan Kearney and <br />passed unanimously. Resolution No. 2009-27 <br />adopted. <br />Resolution No. 2009-28 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor to enter into an agreement with University Hospitals <br />of Cleveland that will provide for the North Olmsted Police Department to participate in <br />the Ohio Department of Public Safety "Click It or Ticket" overtime project, and declaring <br />an emergency. <br />Resolution No. 2009-29 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor to enter into a contract with the Cuyahoga County <br />Board of Health for mosquito control and larval aerial applications in Bradley Woods, <br />and declaring an emergency. Councilman Gareau moved for suspension of the rules <br />requiring three readings and committee review, noting this is a project that had been <br />undertaken on a yearly basis, but in the past several years it has been done every other <br />year. It could best be known as the Kennedy and Gareau preservation act because the <br />mosquitoes will carry you away on Barton/Bradley and throughout that area. This is a <br />worthy piece of legislation. The motion was seconded by Council Member Dailey Jones <br />and passed unanimously. Councilman Gareau moved for adoption. Resolution No. <br />2009-29 adopted. <br />Resolution No. 2009-30 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Public Safety to request statements of <br />qualifications (SOQ's) for a plans examiner and back-up plans examiner; further <br />authorizing the Mayor, subject to approval of the Board of Control, to enter into atwo- <br />year agreement with the examiners selected; and declaring an emergency. <br />6 <br />
