Council Minutes of 3/3/2009 <br />Resolution No. 2009-31 was introduced and placed on first reading by Councilman <br />Barker on behalf of himself and Council Members Dailey Jones, Orlowski, Kearney, <br />Mahoney and Brossard. A resolution authorizing the Director of Finance to solicit <br />statements of qualifications ("SOQ's") from qualified attorneys and law firms to provide <br />professional services as the city's bond counsel; and further authorizing the Mayor, <br />subject to approval of the Board of Control, to enter into a personal services contract with <br />the attorney or firm selected. <br />Ordinance No. 2009-32 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance amending the Traffic Control File of the city of North Olmsted to provide <br />for prohibiting the standing or parking of motor vehicles on the south side of Palm Drive <br />(from 24049 to 24163 Palm Drive) between the hours of 8:30 - 9:30 a.m. and 3:15 - 4:1 S <br />p.m., and declaring an emergency. Councilman Mahoney moved for suspension of the <br />rules requiring three readings and committee review noting the ordinance had been <br />reviewed by the City Engineer, the Public Safety Director, and the Chief of Police. The <br />motion was seconded by Council Member Dailey Jones and passed unanimously. <br />Councilman Mahoney moved for adoption. Ordinance No. 2009-32 adopted. <br />Resolution No. 2009-33 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor to enter into a contract with Signature Electric, Inc. <br />for the purpose of providing a power upgrade to the server room at City Hall, and <br />declaring an emergency. Councilman Gareau moved for suspension of the rules <br />requiring three readings and committee review and noted that the exhibit was included in <br />the caucus session, the exhibit included specifically the Signature Electric proposal, and <br />also noted that Council was provided with two other proposals for two other companies <br />to demonstrate the low bid. The motion was seconded by Councilman Barker and passed <br />unanimously. Councilman Gareau moved for adoption, and the motion was seconded by <br />Councilman Barker. Roll call: Gareau, yes; Barker, yes; Kearney, no; Brossard, yes; <br />Jones, yes; Orlowski, no; Mahoney, yes. The motion passed with five yes votes and two <br />not votes. Resolution No. 2009-33 adopted. <br />Ordinance No. 2009-34 was introduced and placed on first reading by Council Member <br />Dailey Jones on behalf of herself and Councilman Orlowski. An ordinance creating new <br />Section 331.43 of Chapter 331 (Operation Generally) of the North Olmsted Traffic Code <br />for the purpose of prohibiting excessive motor vehicle engine idling in the city of North <br />Olmsted. <br />7 <br />
