Council Minutes of 1/6/2009 <br />Councilman Ryan, chairperson of the Intra-Governmental Relations Committee: 1) The <br />committee met on December 19, 2008 at 6 p.m. to consider re-appointments by the <br />Mayor to boards and commissions. First was Dale Thomas, Maryellen Davis, and Jeff <br />Herwick to the Landmarks Commission for the terms of January 1, 2009 until December <br />31, 2010. In committee, a motion was made by Mr. Ryan to recommend approval to <br />Council. It was seconded by Mr. Orlowski and it passed. Councilman Ryan made a <br />motion that Council confirm the Mayor's appointment of Dale Thomas, Maryellen Davis, <br />and Jeff. Herwick to the Landmarks Commission for the term of January 1, 2009 to <br />December 31, 2010. The motion was seconded by Councilman Mahoney and passed <br />unanimously. In committee, a motion was made by Mr. Orlowski to recommend to <br />Council the approval of Donna Sabo to the Board of Building Code Appeals for the term <br />of January 1, 2009 to December 31, 2013. The committee motion was seconded by Mr. <br />Ryan and approved. Councilman Ryan made a motion that Council approve the Mayor's <br />appointment of Donna Sabo to the Board of Building Code Appeals for the term of <br />January 1, 2009 to December 31, 2013. The motion was seconded by Councilman <br />Mahoney and passed unanimously. In committee, Mr. Orlowski made a motion to <br />recommend to Council the approval of Maureen Diver to the Board of Zoning Appeals <br />for the term of January 1, 2009 to December 31, 2013. The committee motion was <br />seconded by Mr. Ryan and the motion passed. Councilman Ryan made a motion that <br />Council approve the Mayor's appointment of Maureen Diver to the Board of Zoning <br />Appeals for the term of January 1, 2009 to December 31, 2013. The motion was <br />seconded by Councilman Mahoney and passed unanimously. At the committee, no <br />further motions were made and the meeting was completed. <br />Mayor O'Grady inquired if all the nominations submitted were considered and voted <br />upon. Councilman Ryan answered that the report was completely given. Councilman <br />Mahoney commented that he was under the impression there was an appointment to the <br />Planning & Design Commission. Councilman Ryan reiterated that the report given was <br />complete. There were no further committee motions made. Councilman Mahoney <br />inquired of the Law Director where the appointment to the Planning & Design <br />Commission would stand. Law Director Dubelko answered, if there is a person serving <br />in that seat right now, that person would be a holdover until such time as Council <br />confirms the appointment made by the Mayor. Councilman Gareau made a motion to <br />relieve that consideration from the Intra-Governmental Relations Committee and bring it <br />to the full floor of Council for a vote. The motion was seconded by Councilman <br />Mahoney. Roll call on the vote to remove from committee the nomination for Melissa <br />Meredith for the Planning & Design Commission: Gareau, yes; Mahoney, yes, with <br />comment that Ms. Meredith has served with distinction on that board. He had the <br />pleasure and opportunity to serve with her on the Planning & Design Commission. She is <br />hard-working, diligent, and professional. It is with no reservation whatsoever that he <br />votes yes to confirm her appointment. Roll call continued: Barker, yes; Jones, yes; <br />Kearney, yes; Orlowski, no; Ryan, asked if this was a motion to confirm the appointment <br />as Mr. Mahoney said? President Kennedy said no, the motion was to relieve from <br />committee. Councilman Mahoney apologized and said he had been premature with his <br />comments. Roll call continued: Ryan, yes.
