'I;TTY OF NORTH OLMSTED ORDINANCE N0. 80-147 PAGE 3. (a) For premises supplied by metered public water supply, the following rates shall apply to be computed on the basis of water consumption as measured by such water meter, to-wit: (1) From and after February. 1, 1981, $9.90 for the first 1,000 cubic feet or any portion thereof of water consumed per quarter, and at the rate of $9.90 per 1,000 cubic feet of water consumed thereafter, but not less than $9.90 per quarter. In addition thereto, there shall be paid the quarterly billing charge made by the City of Cleveland Water Department for billing and collecting the aforesaid sewer charges to premises supplied by metered public water supply. For late payments beyond the due date of such billings, such rates shall be increased $.25 per quarter as a penalty for late payment. (b) For premises supplied other than by metered public water supply, there shall be charged the following flat monthly rates: (1) From and after February 1, 1977, $14.53 per month provided that for prompt payment of such billing, such rate shall be reduced to $14.32 per month. (c) The rates to be charged to users whose premises are located outside the City limits, other than political subdivisions having special service contracts with the City of North Olmsted, shall be negotiated by the Mayor and/or the Director of Public Service and approved by the Council. Any such user shall first obtain the approval of the Director of Public Service before making connections to the system and conform to such requirements as may be prescribed in the regulations prescribed by such Director. (d) In the event it can be shown to the satisfaction of the Director of Public Service, with respect to any premises, that a portion of the water derived from metered public water supply consumed on such premises does not and cannot enter the system, then in each such case the owner or other interested party may, at his expense, install such metering devices as to demonstrate to the satisfaction of such Director the portion of the water so supplied and consumed on the premises determining the sewer charge under subsection (a) hereof. (e) No free service of any kind shall be rendered to any user unless it shall be brought to the attention of Council or the Finance Director that the City of Cleveland Water Department has had an adjustment in the water charge to a consumer, at which time the Finance Director is hereby authorized to make an adjustment in the sewer revenue charge not to exceed One Hundred Dollars ($100.00) per premises served by the North Olmsted Sanitary Sewer System."
