<br /> <br />... <br />1.5.9 Summarize the findings. and recommendations resulting <br />from the study in an engineering report and deliver forty <br />(40) copies of the report to the City. <br />1.5.10 Discuss the final report at a meeting of the North <br />Olmsted City Council, the Fairview Park City Council, and <br />the Board of Cuyahoga County Commissioners. <br />1.5.11 Review past records of tap-in fee collections and <br />expenses for each community. <br />1.5.12 Project anticipated probable costs for new services <br />connections and new system improvement probable costs for <br />calendar years 1981, 1982, and 1983. <br />1.5.13 Develop a rationale for recovering system improve- <br />ments costs through tap-fees with the staff of each community <br />and recommend a tap-in fee schedule based on this rationale. <br />1.6 Municipal Pretreatment Program <br />1.6.1 Prepare an industrial survey questionnaire and <br />perform an industrial survey to identify system users, the <br />character and volume of pollutants discharged, type of <br />industry, and location. <br />1.6.2 Develop a new sewer use ordinance and a plan for <br />mode of enforcement and control. <br />1.6.3 Develop a financial program to allow adequate <br />funding to carry out pretreatment programs. <br />1.6.4 Develop technical information necessary to support <br />the proposed sewer use ordinance or other means of enforcing <br />pretreatment standards. <br />1.6.5 Develop a plan for surveillance and monitoring of <br />industrial waste discharges. <br />1.6.6 Estimate pollutant removals and treatment works <br />tolerances in planned treatment works. <br />1.6.7 Assemble the material on the pretreatment program <br />and prepare a pretreatment program report in twenty (20) <br />copies for submittal by the City to Ohio EPA and U.S. EPA. <br />1.7 Additional Service <br />Dalton shall provide Additional Services for the Project <br />when authorized by the City in addition to those services <br />set forth in Paragraphs 1.1 through 1.6 including the following: <br />1.7.1 Provide property or right-of-way surveys in connec- <br />tion with the Project. <br />1.7.2 Prepare an Industrial Cost Recovery System if the <br />present U.S. EPA moratorium is lifted.
