,~"° -. _ 1.7.3 Provide services as requested by the City normally associated with treatment plant design, construction, and operation. 1.7.4 Furnish a qualified Resident Engineer who will maintain detailed surveillance of the construction work; instruct the field engineers and inspectors; and prepare for review, partial and final estimates for payments to contrac- tors. 1.7.5 Provide formal classroom training in basic treat- ment plant operations. 1.7.6 Provide start-up service for treatment plant operations . 1.8 Project Manager Dalton shall designate William Moss, an employee of Dalton, as Project Manager for this Project. ARTICLE 2, THE CITY'S RESPONSIBILITIES 2.1 The City shall designate a representative author- ized to act in its behalf with respect to the Project. All direction and authorization shall be by or through such representative. The City shall examine documents submitted by Dalton and shall render decisions pertaining thereto promptly to avoid unreasonable delay in the progress of Dalton's Services. 2.2 The City shall make available to Dalton all previous reports, documents, or drawings pertaining to the Project. Dalton will make maximum use of work previously performed. 2.3 The City shall provide boundary or right-of-way survey data for the land used in the Project. 2.4 The City shall provide Dalton with the opportunity to interview staff knowledgeable about the system and shall provide persons from the staff as members of a quality review team. It is anticipated that the quality review committee will require approximately ten (10) man-days over the entire Project. 2.5 The City shall furnish all laboratory analytical services in connection with the survey, monitoring and surveillance elements of the pretreatment program. ARTICLE 3, COMPENSATIQN 3.1 Basic Services For Dalton's.Services as set forth in Paragraphs 1.1 through 1.6, a Basic Fee shall be paid Dalton based on a direct -5-
