ASSESSMENTS, ADVERTISING OF CONTRACTS AND SALE OF <br />MUNICIPAL PROPERTY. <br />The Council may make provision by ordinance for: <br />(a) The procedure for making public improvements and <br />levying assessments, including the procedure for combining two <br />or more public improvements, and the levying of assessments therefor <br />in one proceeding if the Council finds that it will be economical <br />and practical to undertake such improvements jointly. <br />(b) All advertising of notices, solicitation of bids, or <br />other publications required by this Charter or the Constitution <br />of the State of Ohio, or the general laws of the State of Ohio, <br />shall be placed in a newspaper of general circulation within the <br />City of North Olmsted, or such other method of notice as Council <br />may from time to time by ordinance hereafter provide. <br />(c) The advertising and awarding of contracts and alterations <br />or modifications of contracts. <br />(d) The sale or disposal of municipal property. <br />(e) Such other general regulations as the Council may deem <br />necessary. <br />Proposal 3: That Section 2 of article y pf th.e Charter he <br />amended o~provi e authority to the Director of Lam to hi.xe the <br />services of outside counsel with th_e approval of the City Council, <br />such amended Section 2 of Article V to read as follows; <br />ARTICLE V <br />ADMINISTRATIVE OFFICERS AND DEPARTMENTS <br />SEC. 2. DIRECTOR OF LAW <br />The Director of Law shall be the head of the Law Department <br />of the City and commencing with the regular municipal election in <br />the year 1977, and every fourth (4th) year thereafter, he shall be <br />elected for a term of four (4) years. His term shall begin and he <br />shall assume office on the first day of January next following such <br />election. The Director of Law shall be empowered to designate such <br />assistants as shall be authorized by and approved by Council. No <br />person shall be eligible to be the Director of Law unless he is <br />authorized to practice as an attorney in Ohio and has been engaged <br />in the active practice of law in Ohio continuously for a period of <br />five years next preceding his election, has been a.qualified elector <br />and a resident of the City for at least two (2) years immediately <br />prior to the date of his election, and shall continue to be a qualified <br />elector and resident of the City during his term of office. <br />
