<br />CITY OF NORTH OLMSTED <br />ORDINANCE N0. 80- 93 <br />PAGE 4. <br />The Department of Public Safety shall consist of the following <br />divisions: <br />(a) Division of Fire. The Division of Fire shall be in the <br />active charge o a c le w o shall be responsible for its organization <br />and supervision. <br />(b) Division of Police. The Division of Police shall be in <br />the active c arge o a c ie who shall be responsible for its <br />organization and supervision. <br />(c) Division of Buildings. The Division of Buildings shall <br />be in active c arge o t e Buil ing Commissioner who shall be <br />responsible for its organization and supervision. <br />(d) Division of Parks and Recreation. The Division of Parks <br />and Recreation s al e in t e active c arge of the Parks and Recreation <br />Director :c~ho s-hall be responsible for its organization and supervision. <br />(e) Such. other divisions as may be established by ordinance <br />of Council. <br />Proposal 5: That Section 5 of Article VII relating to <br />approval o contracts by the Board of Control be amended to indicate <br />that Board of Control approval is needed for contracts in excess of <br />the amount specified in Section 6 of Article VIII, of the Charter of <br />North Olmsted, such amended Section 5 of Article VII t.o read as <br />follows: <br />ARTICLE VII <br />BOARDS AND COMMTSSTONS <br />SEC. 5. BOARD OF CONTROL. <br />The Mayor and the Directors of the several departments, <br />established either by this Charter or by ordinance, shall constitute <br />a Board of Control. The Mayor shall be ex officio president and <br />shall appoint a secretary. The Board shall keep a journal of its <br />proceedings. The voting shall be taken by "yeas" and "nays" and <br />entered in the journal and the vote of a majority of all of the <br />members of the Board shall be necessary to adopt any question, <br />motion, or order. All meetings of the Board shall be open to the <br />public. No contract involving expenditures in excess of that amount <br />specified in Section 6 of Article VTIT of this Charter shall be <br />entered into without the prior approval of the Board of Control. <br />The Board shall have such further powers and perform such further <br />duties as sh~.ll be prescribed by ordinance. <br />Proposal 6: That Section 3 of Article VIII of the Charter <br />be amended-to correct a typographical error which appears in the <br />body of said Section, such amended Section 3 of Article VIII to <br />read as follows: <br />ARTICLE VIII <br />FINANCES <br />SEC. 3. TRANSFERS AND BALANCES. <br />The Council may transfer any part of an unencumbered balance <br />of an appropriation of any fund allowed by law 'for any purpose <br />or object for which the appropriation for the current year has <br />proven insufficient, except that no transfer shall be of monies <br />raised or appropriated for the payment of any bond or note of the <br />municipality until all indebtedness, interest, and other obligations <br />which must lawfully be paid from such monies has been paid. <br />
