Portable - A sign which is designed to be portable o~emporary nature., not securely and/or permanently anchored to the ground or to a building or structure and which obtains some or all of its structural stability with respect to wind or other normally applied forces by means of its design or character. 6. Projecting - A display sign which is attached directly to t e ullding wall, and which extends more than fifteen inches (15") from the face of the wall. 7. Roof - A sign erected upon and completely over the rood of any building. 8. Temporary - A sign constructed of cloth, fabric or of e~ht temporary material with or without a structural frame intended for a limited period of display, including decoration displays for holidays or public demonstrations. 9. Attraction Devices - Referring to animation, revolu- tion, movement up and down or movement sideways, windblown devices such as pennants, spinners, and streamers. 1221.04 Measurement Standards Standards to measure and compute the amount of sign area permitted in the various districts are herein established, as follows: (A) The total area of all signs permitted on a lot in accordance with. regulations set forth in this Title shall include: 1. The area wi hin an outline enclosing the lettering, modeling or insignia of signs integral with a wall and other signs not designed as a panel. (B) The frontage of a building shall be the number of lineal feet o t e aca e acing th.e principal street or con- taining the main entrance of a store, office, service or manufacturing building. (C) The frontage of a lot not occupied by a building shall be t e num er o lineal feet the lot abuts on the principal street. (D) Buildings or use having frontage on a second street may include twenty percent (200) of the length of the facade or the lot facing the second street, however, any additional sign area allowed under 1221.Oh(D) as a result of the above, shall only be used on the building side facing the second street or on the portion of the same lot on the second street.
