(f) "Districts" shall mean the area designated by the Commission which contains sites of historical interest. (g) "Preservation" shall mean the process of sustaining the form and extent of a structure essentially as it now exists; significant rebuilding is not contemplated, however, further deterioration should be controlled and provisions for structural stability is the goal. (h) "Restoration" shall mean the process of accurately recovering the form and details of a property as it appeared at a particular period of time by removing later work and replacing missing original structures or appurtenances. (i) "Reconstruction" shall mean the process of rebuilding a replica of a certain building or facility no longer in existence. (j) "Rehabilitation" shall mean the process of returning a property to a state of utility through repairs or alterations and keeping those portions of the property which have historical significance, properly preserved and restored. (k) "Recycling" shall mean the process of adoptive re-use or new functions for older structures that would otherwise be demolished. (1) "Applicant" shall mean any person, association, corporation, or partnership, who applies to the Landmarks Commission for permission to have their property recognized as a landmark. (m) "City Council" shall mean the duly elected, qualified members of the North Olmsted City Council. 165.03 LANDMARKS COMMISSION: CREATION, COMPOSITION AND TER1~1S. There is hereby created the North Olmsted Landmarks Commission. Such Commission shall consist of nine members, six of whom shall be appointed by the Mayor, subject to the confirmation of Council. The remaining members shall be one appointed by City Council, one member of City Council, and one member of the City Planning Commission. Each appointed member shall serve for a term of two years and may be reappointed. The members of the Landmarks Commission shall adopt rules and regulations, together with bylaws, providing for the operation of the Landmarks Commission. Said rules, regulations, and by laws shall include provisions for the election of a chairman, the designation of meeting times, the establishment of subcommittees and the like. The members of the Landmarks Commission shall serve without compensation. Council shall provide by ordinance appropriate funds to hire the services of a secretary to be utilized for the Landmarks Commission.
