CITY OF NORTH OLMSTED <br />ORDINANCE N0. 80-51 <br />PAGE 2. <br />(d) "Owner" shall <br />legal owners <br />structure. <br />mean a person or persons who are the <br />of record of a building site or <br />(e) "Rationale" shall mean the process of logical reasoning <br />in preparing correct procedures in establishing <br />criteria for preparation and presentation of documented <br />evidence for properties designated as Landmarks. <br />(f) "Districts" shall mean the area designated by the <br />Commission which contains sites of historical interest. <br />(g) "Preservation" shall mean the process of sustaining the <br />form and extent of a structure essentially as it now <br />exists; significant rebuilding is not contemplated, <br />however, further deterioration should be controlled <br />and provisions for structural stability is the goal. <br />(h) "Restoration" shall mean the process of accurately <br />recovering the form and details of a property as it <br />appeared at a particular period of time by removing <br />later work and replacing missing original structures <br />or appurtenances. <br />(i) "Reconstruction" shall mean the process of rebuilding <br />a replica of a certain building or facility no longer <br />in existence. <br />(j) "Rehabilitation" shall mean the process of returning <br />a property to a state of utility through repairs or <br />alterations and keeping those portions of the property <br />which have historical significance, properly preserved <br />and restored. <br />(k) "Recycling" shall mean the process of adoptive re-use <br />or new functions for older structures that would <br />otherwise be demolished. <br />(1) "Applicant" shall mean any person, association, <br />corporation, or partnership, who applies to the Landmarks <br />Commission for permission to have their property <br />recognized as a landmark. <br />(m) "City Council" shall mean the duly elected, qualified <br />members of the North Olmsted City Council. <br />165.03 LANDMARKS COMMISSION: CREATION, COMPOSITION AND TER1~1S. <br />There is hereby created the North Olmsted Landmarks Commission. <br />Such Commission shall consist of nine members, six of whom shall be <br />appointed by the Mayor, subject to the confirmation of Council. The <br />remaining members shall be one appointed by City Council, one member <br />of City Council, and one member of the City Planning Commission. Each <br />appointed member shall serve for a term of two years and may be <br />reappointed. The members of the Landmarks Commission shall adopt rules <br />and regulations, together with bylaws, providing for the operation of <br />the Landmarks Commission. Said rules, regulations, and by laws shall <br />include provisions for the election of a chairman, the designation of <br />meeting times, the establishment of subcommittees and the like. The <br />members of the Landmarks Commission shall serve without compensation. <br />Council shall provide by ordinance appropriate funds to hire the <br />services of a secretary to be utilized for the Landmarks Commission. <br />
