that are competitive in the health care market, and that will achieve the goals of <br />promoting cost containment within the plan and minimize premium contributions by <br />employees. In fulfilling its mission, the HCAT shall consider office co-pays, prescription <br />drug rates, deductibles, maximum out of pocket costs, wellness programs, and such other <br />plan attributes and other related matters that will achieve the goals set forth above. <br />Within six (6) months following its first meeting, the HCAT shall vote to recommend <br />proposed new or revised health care plans that meet the goals set froth above. If a <br />majority of all members of the HCAT approve such recommendations, it shall be <br />forwarded to City Council for its approval. City Council shall retain the final authorit}~ to <br />act on the HCAT's recommendations. <br />ARTICLE XIII CLOTHING ALLOWANCE <br />13.01 All employees shall maintain duty uniforms as mandated by the Rltles and Regulations. <br />13.02 All new police officers, immediately upon completing the selection process and prior to <br />appointment shall be provided two (2) duty uniforms, one (1) uniform cap, one (1) lightweight <br />jacket, one (1) winter jacket, and one (1) pair of boots. All clothing provided and/or clothing <br />allowance paid shall be surrendered to the Employer in the event the employee fails to complete <br />the probationary period. <br />13.03 All full-time bargaining unit members shall receive an annual clothing allowance of one <br />thousand three hundred fifty ($1,350.00) dollars payable with the first regular pay check in <br />January for the duration of this Agreement. <br />13.04 Clothing allowance shall be pro-rated per month in the employee's final year of <br />employment. <br />13.05 Notwithstanding the provisions of 13.03, no payments will be due, owing or paid during <br />the calendar years 2010 and 2011. <br />ARTICLE XIV SICK LEAVE <br />14.01 Siclc leave shall be accumulated at the rate of four and six-tenths (4.6) hours for every <br />eighty (80) hours paid, excluding overtime and may accumulate such sick leave to an unlimited <br />amount. <br />14.02 In the event that an employee should be injured while in the line of duty due to a sudden <br />and accidental occurrence, and such injury has so incapacitated said employee is temporarily <br />unable to work, then the Director of Public Safety, after determining that said injury is work- <br />related and is of a temporary nature, may authorize ninety (90) days sick leave. If after such <br />ninety (90) day sicl: leave period, said employee is still temporarily incapacitated, then the <br />Director of Public Safety shall recommend to Council whether or not to continue said salary. <br />Council shall forthwith review the matter and by majority vote, determine whether the employee <br />shall continue to receive his full salary during recuperation. While off on line of duty sick leave, <br />if in the opinion of the employee's doctor and a doctor chosen by the Employer indicates the <br />
