<br />CITY OF NORTH OLMSTED <br />ORDINANCE N0.2009 - 79 <br />BY: Mayor O'Grady <br /> <br />AN ORDINANCE AMENDING THE TRAFFIC CONTROL <br />FILE OF THE CITY OF NORTH OLMSTED TO PROVIDE <br />FOR THE ELIMINATION OR MODIFICATION OF <br />CERTAIN "NO RIGHT TURN ON RED" PROHIBITIONS <br />LOCATED AT THE INTERSECTIONS OF LORAIN ROAD AT <br />CLAGUE ROAD, BROOKPARK ROAD AT CLAGUE ROAD, <br />BROOKPARK ROAD EXTENSION AT DOVER CENTER <br />ROAD, CEDAR POINT ROAD AT COLUMBIA ROAD, <br />MAPLE RIDGE ROAD AT CLAGUE ROAD, INTERSTATE 1- <br />480 EXIT RAMP AT CLAGUE ROAD, IN THE CITY OF <br />NORTH OLMSTED, ASAMENDED. <br />WHEREAS, the Director of Public Safety, in conjunction with the Chief of Police and <br />the Assistant City Engineer, has conducted a study of "No Right Turn on Red" prohibitions at <br />various intersections in the City of North Olmsted; and <br />WHEREAS, as a result of said study which concluded that traffic safety does not require <br />"No Right Turn on Red" prohibitions at five intersections in the City, and only requires it at two <br />other intersections during certain hours of the day, it is the recommendation of the Director of <br />Public Safety that this Council eliminate the current "No Right Turn on Red" prohibitions on <br />Great Northern Boulevard at Lorain Road; on Lorain Road at Clague Road; on Brookpark Road <br />at Clague Road; on Brookpark Road Extension at Dover Center Road; and on Cedar Point Road <br />at Columbia Road; and further that this Council modify the "No Right Turn at Red" prohibition <br />on Maple Ridge Road at Clague Road to limit it to the time periods of lam - 9:30am and 4 pm - <br />6pm on school days; and also modify the "No Right Turn at Red" prohibition on the Interstate 1- <br />480 exit ramp at Clague Road to limit it to the time periods of lam - 9:30am and 4pm - 6pm <br />weekdays; and <br />WHEREAS, this Council, based upon those findings and expert opinions, has determined <br />that it is in the best interest of the safety, health and welfare of the citizens of the City of North <br />Olmsted to accordingly eliminate or modify, at the specific intersections identified above, the <br />"No Right Turn on Red" prohibitions substantially in accordance with the recommendations of <br />the Director of Public Safety, with some adjustments to protect the safe access of motorists from <br />subdivisions and school grounds onto streets that are near the subject intersections, and <br />accordingly, by the adoption of this ordinance, desires to do so; and <br />WHEREAS, Chapter 305 of the Traffic Code provides for the maintenance of the Traffic <br />Control File, which file can be amended only by ordinance duly adopted by this Council; <br />
