E <br />Pie 2 <br /> <br />4. Since this is an offer of proposal, the City reserves the right to: <br />• accept or reject any or all documents or parts, to waive any technicalities or <br />irregularities, and further reserves the right to request future proposals at its <br />discretion; <br />• contact any, all or none of the alternatives as may be submitted by the proposers, and <br />to give added consideration to special or unusual features that may be included in the <br />respondent's proposal. Any proposal, in the opinion or the City, that is conditional, <br />obscure, or contains irregularities of any kind, may be rejected; <br />• negotiate any and all final terms of the proposal; and <br />• postpone or cancel the award or execution of the contact for any reason prior to <br />contract execution. <br />CONSIDERATION OF PROPOSALS <br />• Any proposals submitted to the City are to be prepared at the Examiner's expense. <br />• Any assumptions made by the Examiner in preparing the proposal must be listed <br />separately and attached to the proposal in writing. <br />• The City does not obligate itself to accept any proposal <br />• The City reserves the right to reject any and all proposals and will have no liability <br />whatsoever to any Examiner whose proposal is not accepted. <br />• Acceptance of a proposal will not constitute an agreement between the Examiner and the <br />City. Any proposal will not be binding on the City unless and until an Agreement <br />covering all conditions and provisions of the Plans Examination Services has been <br />reduced to writing, executed by both the successful Examiner and the City and <br />attachment of the appropriate certificates. <br />OVERVIEW <br />The City of North Olmsted requests proposals for providing Plan Examination Services and <br />Back-Up Plan Examination Services to the Building Department. <br />The Building Department currently processes an average 25 million dollars worth of commercial <br />building activity per year. This resulted in 115 actual plan exams and 85 follow-up exams in <br />2008. The resulting fees paid to examiners were in excess of $42,000 in 2008. <br />
