MUSIAL <br />A RESOLUTION AUTHORIZING THE MAYOR TO DIItECTLY <br />PURCHASE A SECOND ROTATING ASSEMBLY FROM THE <br />ORIGINAL EQUIPMENT MANUFACTURER OF THE <br />EQITIPMENT INCORPORATED INTO THE 2000 DEWATERING <br />CENTRIFUGE PROJECT, AND DECLARING AN EMERGENCY <br />AS AMENDED. <br />WHEREAS, the City of North Olmsted completed the direct purcha.se of complete high <br />speed, high solids, solid bowl dewatering cemrifuge system in February 2001, and <br />WHEREAS, the City of North Olmsted awazded the Yard Piping and Sludge Loadout <br />Building (SLB) Modifications Contract in January 2001 and completed the construction of the <br />Yard Piping and Sludge Loadout Building (SLB) Modifications Contract in April 2001, and <br />WHEREAS, the City of North Olmsted completed the installation of the directly <br />purchased complete high speed, high solids, solid bowl dewatering centrifuge system inside the <br />modified Sludge Loadout Building in late April 2001, and <br />WHEREAS, the City of North Olmsted has successfully operated the purchased <br />complete high speed, high solids, solid bowl dewatering centrifuge system inside the modified <br />Sludge Loadout Building and, as a result, has achieved the expected operating cost reduction of <br />the North Olmsted Wastewater Treatment Plant since late Apri12001, and <br />WHEREAS, the City ofNorth Olmsted would be able to demolish the aged thermal <br />conditioning and vacuum filtration equipment after the delivery to the North Olmsted <br />Wastewater Treatment Plant of a second rotating assembly for directly purchased complete high <br />speed, high solids, solid bowl dewatering centrifuge system, and <br />WHEREAS, the City of North Olmsted will be able to realize the recovery of <br />approximately $3 million of existing structures at the North Olmsted Wastewater Treatment <br />Piant by beginning the renovating the existing Low Pressure Oxidation No. 1 Building and the <br />existing Low Pressure Oxidation No. 2 Building for other plant maintenance, plant laboratory <br />and Systems operations after the demolition the aged thermal conditioning and vacuum filtration <br />equipment to assist the City of North Olmsted in maintaining continuous 1000/o compliance with <br />the Clean Water Act, and <br />WHEREAS, the pre-1987 debt was incurred by the City of North Olmsted to construct <br />the existing Low Pressure Oxidation No. 1 Building and the existing I,ow Pressure Oxidation <br />No. 2 Building, said debt is being retired by the Special Sewer Levy that is scheduled to be <br />totally retired by 2005, and
