<br />A RESOLUTION ENCOURAGING CONGRESS TO PASS
<br />HOUSE BILL 2955, WHICH WOULD ENAC°T THE
<br />"DISPLACED WORKERS ASSISTANCE ACT," HOUSE
<br />BILL 2946, THE "DISPLACED WORKERS RELIEF ACT
<br />OF 2001," AND SENATE BILL 1454, THE "DISPLACED
<br />WORKERS ASSISTANCE ACT UF 2001, ALL OF WffiCH
<br />ARE DESIGNED TO PROVIDE FINANCIAL ASSISTANCE,
<br />AND SOME OF WHICH INCLUDE PROVISIONS FOR
<br />TRAINING AND HEALTH CARE COVERAGE, TO
<br />WORKERS WHO HAVE LOST, OR WII.L LOSE, THEIR
<br />JUBS AS A RESULT OF THE SEPTEMBER 11TH ATTACK
<br />ON AMERICA, AND DECLARING AN EMERGENCY.
<br />WHEREAS, more than 100,000 Americans in the airlines and related industries
<br />are expected to lose their jobs as a result of the September 11'h attack on America; and
<br />WHEREAS, residerrts of this City will certainly be either directly or indirectly
<br />affected by the loss of so many jobs in the country; and
<br />WHEREAS, there is presently pending before Congess House Bi112955, co-
<br />sponsored by Congressman Dennis Kucinich, which would enact into law the "Bisplaced
<br />Workers Assistance Act; and
<br />A'HEREA.S, this Act would provide for a11 employees of airlines, commercial
<br />airline manufacturers, suppliers to airlines and airports, who lose their jobs as either a
<br />direet result (as determined by the Secretary of Labor) of the attacks on September 11ith,
<br />or from security measures taken in response to the attacks, income support, worker
<br />training, and health care benefits; and
<br />A'HEREAS, there are also pending before Congress two similar bills, House Bill
<br />2946, the "Displaced Workers Relief Act of 2001, and Senate Bill 1454, the "Displaced
<br />Workers Assistance Act of 2001;" and
<br />WHEREAS, it is the desire of this Council to express its support for ali three of
<br />these bills, and to urge Congess to pass these bills;
