Ordinance No. 97-103 <br />(h) The size, slope, alignment and materials of construction of a building sewer <br />and the methods to be used in excavating, placing of the pipe, jointing, testing and <br />backfilling the trench shall all conform to the requirements as established by the County <br />Sanitary Engineering Department, or by Ordinances of the City, whichever is more <br />restrictive. All trenches shall include a clay or concrete collar to serve as an anti-seep cut- <br />offwall to prevent migration of groundwater from the public sewer trench to building <br />footer drains. <br />(i) Whenever possible, the building sewer shall be brought to the building at an <br />elevation below the basement floor. In all buildings in which any building drain is too low <br />to permit gravity to the public sewer, sanitary sewage carried by such building shall be <br />lifted by an approved means and discharged to the building sewer. The basement floor of <br />a house or building shall be not less than five feet above the top of the sanitary sewer pipe <br />where the building sewer connects to the public sewer unless the sewage is lifted by an <br />approved means. The basement floor of a house or building shall be not less than one foot <br />above the top of the storm sewer pipe or other approved drainage outlet unless the storm <br />drainage system is equipped with a sump pump with an approved surface relief valve. A <br />surface relief valve may not be added to an existing system unless the City Engineer <br />approves the condition of the existing storm connection to the public storm sewer. <br />(j) No person shall make connection of roof downspouts, exterior foundation <br />drains, runaway drains or other sources of surface runoff or groundwater to a building <br />drain which in turn is connected directly or indirectly to a public sanitary sewer. <br />(k) The applicant for the building sewer permit shall notify the Service Director <br />twenty-four hours before commencement of construction of the building sewer. The <br />construction of the building sewer and the connection to the public sewer shall be made <br />under the supervision of the Service Director or his representative. <br />(1) All excavations for building sewer installations shall be adequately guarded <br />with barricades and lights so as to protect the public from hazard. Streets, sidewalks, <br />parkways and other public property disturbed in the course of the work shall be promptly <br />restored in a manner satisfactory to the City," <br />Section 2: Any Ordinance or part of Ordinances inconsistent herewith are hereby <br />repealed. <br />Section 3: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and <br />further provided it receives the affirmative vote oftwo-thirds of all members of Council, it <br />shall take effect and be in force immediately upon its passage and approval by the Mayor. <br />
