763.03 STANDARDS FOR VIDEO SURVEILLANCE <br />(a) Monitoring shall be by video camera. Cameras must be mounted in a pattern such <br />that the coverage area of each individual camera overlaps with the coverage area of another <br />camera. <br />(b) Cameras must operate at temperatures between 0 and 110 degrees Fahrenheit <br />without significant degradation in performance. <br />(c) Cameras must be equipped with sufficient real-time pan, zoom, and tilt to allow an <br />employee monitoring a camera's output to zoom in on a human face or vehicle license plate within <br />seven sceonds. Such zoom must be of sufficient clarity to produce images legible to the average <br />person for identification purposes. <br />(d) In order to ensure monitoring during times of night: <br />(1) Cameras must be equipped with light-enhancement features to enable an <br />operator to legibly read license plates and recognize faces, even on a <br />moonless night; or <br />(2) Parking areas under surveillance must be brightly lit, so that non-enhanced <br />cameras allow an operator to legibly read license plates and recognize <br />faces, even on a moonless night; or <br />(3) The above options maybe combined. <br />(e) Cameras must be operated and monitored at all times by an employee or <br />employees trained in their use and implementation. Such an employee or employees must be able <br />to contact law enforcement or security personnel dispatchers upon sighting a crime in progress or <br />any other activity worthy of investigation. <br />(f) The output from such video cameras shall be recorded on videotape or other <br />commonly available recordable media, and kept on file for six (6) weeks after the date of <br />recording. <br />(g) Files of previously recorded videotapes shall be kept in an organized fashion, <br />readily searchable by law enforcement or security personnel. <br />763.04 EXEMPTION. <br />Any owner or operator of a retail parking area otherwise regulated under this Chapter may <br />apply for an exemption from the Department of Public Safety. An exemption from the regulations <br />of this Chapter shall be granted by the Director only upon a showing that all of the following <br />apply: <br />
